Description

The Naval Air Systems Command (NAVAIR) intends to issue a modification under Contract N00019-00-C-0255 with Orbital Sciences Corp. (OSC) of Chandler, Arizona for supplies and services necessary to procure mission specific equipment kits for the GQM-163A Coyote Supersonic Sea Skimming Target (SSST) along with non-recurring effort required to provide complete documentation to support acceptance of these kits. Contract N00019-00-C-0255 contains cost plus incentive fee (CPIF) and cost plus fixed fee (CPFF) line items and contains four (4) option years. This hardware is needed to support the GQM-163A Coyote Supersonic Sea Skimming Target (SSST). OSC is the sole designer, developer, and manufacturer of the GQM-163A Coyote SSST, and is therefore, the only source that possesses the necessary technical data, knowledge, experience, and expertise to perform these efforts. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. See Note 22.
