- Description
- This procurement is set aside for Small Business Concerns Only. The National Oceanic and Atmospheric Administration (NOAA) intends to issue a firm fixed price purchase order for one (1) each complete Bow Tunnel Thruster Unit to include shipboard and commissioning testing, one set spare parts, detailed manuals and warranty in accordance with the Statement of Work (SOW). The performance period is 110 calendar days or December 19, 2005, whichever is earlier. The anticipated award date is September 1, 2005. It is NOAA?s intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. This procurement is being issued as a 100% Small Business set-aside in accordance with FAR 52.219-5. The NAIC code is 333999 and the small business size standard is 500 employees. The simplified acquisition will be issued as a best value Request for Quote (RFQ). Vendors will be evaluated in two parts. Part One will be based on pass/fail minimum criteria and Part Two will be based on Technical, Past Performance and Price to include price related factors. Vendors who do not pass Part One will not be evaluated under Part Two. It is anticipated that the RFQ will be issued on or about June 15, 2005 with quotes due on or about July 15, 2005. The RFQ will be issued via electronic posting at Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ, specification, drawings and all subsequent amendments.
