Description

The following are the corrections and questions and answers regarding Combined SynopsisSolicitation W81K04-05-R-0018: 1. Third sentence of Combined Synopsis/Solicitation should read as follows: From: Solicitation Number is W81K04-05-R-0018 and is iss ued as a Request for Quotation (RFQ) for a non-services as a subject matter expert in pharmaceuticals, NAICS Code 541611. To: Solicitation Number is W81K04-05-R-0018 and is issued as a Request for Quotation (RFQ) for non-personal services as a subject matt er expert in pharmaceuticals, NAICS Code 541611. 2. Delete all references to Standard Form (SF) 1449, Solicitation Offer and Award. 3. The period of performance is corrected as follows: From: 1 Aug 2005 30 Sep 2005, 1 Oct 2005  30 Sep 2006, 1 Oct 2006  30 Sep 2007, 1 Jun 2007  30 Sep 2008 and1 Jun 2008  30 Sep 2009. To: 1 Aug 2005  30 Sep 2005, 1 Oct 2005  30 Sep 2006, 1 Oct 2006  30 Sep 2007, 1 Oct 2007  30 Sep 2008 and 1 Oct 2008  30 Sep 2009. 4. (End of Summary of Changes) QUESTIONS:Question: Description of services identifies period of performance as 1 Jun  30 Sep 05, 1 Oct 05  30 Sep 06, 1 O ct 06  30 Sep 07, 1 Jun 07  30 Sep 08 and 1 Jun 08  30 Sep 08. Is the intention of Option Years 4 and 5 to be priced as written in the synopsis or is it to be 1 Oct 07  30 Sep 08 and 1 Oct 08  30 Sep 09? Answer: The period of performance is as follows : 1 Aug 05  30 Sep 05, 1 Oct 05  30 Sep 06, 1 Oct 06  30 Sep 07, 1 Oct 07  30 Sep 08 and 1 Oct 08  30 Sep 09. Question: Will you accept vendor submissions electronically (non-Fax) in lieu of a hard copy mailing to the CHCC? Answer: Electronic submissi ons were not authorized by the solicitation, please refer to 52.212-1(f)2(A). Question(s): For costing/pricing purposes, is there a travel estimate (e.g. 4 trips/year @ - $2000/trip), and if so, will OCONUS travel be required? Could you possibly indicate t he amount of time the employee will spend on travel? Answer: The estimated travel is as follows: Trip to Combined Forces Symposium in October 2005 in San Diego for 5 days; trip to American Pharmacist Association in March 2006 in San Francisco for 6 days; t rip to TMA, Falls Church, Va. 3 trips X approximately 3 days each (total of 9 days maximum); trip to TMA, Aurora, CO; 4 trips X 3 days each trip (total of 12 days maximum). There is no OCONUS travel indicated at this time. Question(s): Does the Customer wa nt to use the incumbent Subject Matter Expert for this position or do we need to search for a new SME? If the customer wants to use the incumbent SME is it OK to contact his person? Answer: There is no current incumbent; this is a new requirement. Question : Is there an estimated level of effort associated with the subject solicitation? Answer: No, we anticipate a fixed price IDIQ contract award. Question: Is there an incumbent performing the services identified in the solicitation? Answer: This is a new req uirement. Question: Is there an incumbent employee and is the employee and current company held in high regard? Answer: This is a new requirement. Question: Is this set-aside for an Independent Contractor (IC)? Does the government intend to award to an IC? Answer: This is full and open, not a set-aside. Question: Is there a separate solicitation document available? The notice references a Standard Form 1449. Answer: The combined synopsis/solicitation is the only document issued. Please delete reference to S tandard Form 1449.
