Description
The Government intends to issue a Request for Proposals (RFP) for the construction of Phase II of the Southern Plains Range Research Station (SPRRS) in Woodward, Oklahoma. The Base Bid consists of the construction of a new 6,000 square foot Administrative Wing addition onto the existing Laboratory/Office building of the Southern Plains Range Research Station in Woodard, Oklahoma. The addition will contain the building main entry, lobby and reception area, Technology Transfer Room, restrooms, nine offices and associated service and support rooms. Minor renovation and repair of finishes to the existing Laboratory/Office building is included. The project will also include a new public parking area, site grading and earthwork, asphalt roadways, concrete walkways, underground utilities, a new sewage lift station, irrigation/landscaping, and incidental related work. The Base Bid also includes all HVAC, plumbing, fire protection systems, electrical, and other works as shown on the plans and/or described in the specifications, with the exception of the following six bid alternatives. The six (6) Bid Alternatives in the order of priority include: 1) Entry Canopy to Lab/Office Bldg.; 2) Extending Lighting to Cedar Street; 3)HID Growth Lighting; 4) DDC Software Package; 5) Telephone Jacks in Greenhouses; 6) Chemical Storage and Fencing. The Government intends to award a Firm-Fixed Price contract for these services. The contract performance is 375 calendar days after issuance of the Notice-To-Proceed. The Estimated Cost of Construction for this project is between $1 million and 3 million. It is planned that this procurement will be conducted as a competitive 8a set-aside as established by Section 8(a) of the Small Business Act (15 U.S.C. 637(a)). Proposals will be accepted from firms meeting the Small Business Administrations (SBA) criterion, and have previously been certified by the SBA as an 8(a) firm which have a NAICS Code 236220 having a size standard of $28.5 million average annual receipts for the preceding three (3) fiscal years. Competition for this procurement is limited to eligible 8(a) firms located in the state of Oklahoma and 8(a) participants in good standing. It is intended that the solicitation documents will be available for reviewing and downloading on FedBizOpps (www.fedbizopps.gov) on or about June 6, 2005. The specifications and drawings will NOT be available on FedBizOpps. Hard copies will be made available for purchase on or about June 6, 2005, for a NON-REFUNDABLE fee of $143.00. The written request and a check or money order MUST BE SENT TO: USDA, ARS, FD, Facilities Contracts Branch, 5601 Sunnyside Avenue, Mail Stop 4-1234-C, Attention Jessica McDonagh, Beltsville, MD 20705. The checks or money orders are NON-REFUNDABLE and shall be made payable to: USDA, Agriculture Research Service. Cash, credit cards, and two-party checks will not be accepted. TELEPHONE REQUESTS FOR THESE DOCUMENTS WILL NOT BE ACCEPTED. A single pre-proposal conference and site visit is scheduled for Tuesday, June 28, 2005 at 9:30 a.m. at 2000 18th Street, Conference Room, Woodward, Oklahoma. Subcontractors are encouraged to attend the pre-proposal conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. Proposals are due on Tuesday, July 12, 2005 at 2:00 p.m. (EST) at the George Washington Carver Center, 5601 Sunnyside Avenue, Mail Stop 4-1234-B, Beltsville, MD 20705-5124. Due to the heightened security at Government buildings, Offerors are encouraged to send their proposals via overnight mail. If proposals are sent via regular mail, please allow an additional five (5) days for mail scanning. Couriers will not be allowed to drop proposals off at the security desk; they must take them to the mail room located at the back of the building and therefore must do so in enough time to meet the date and time for receipt of proposals.
