Description

This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitiation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ050016. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. This solicitation is set-aside for small business under the North American Industry Classification System (NAICS) code 238120. The small business size standard for a concern which submits an offer in its own name, other than on a contruction or service contract, but which proposes to furnish a product which it did not itself manufacture is 500 employees. The line item numbers are: Item #0001, Precast concrete box culvert, complete with footings and wingwalls, Quantity 1 EA. As per specification below. General: Culvert to be pre-cast concrete culvert, complete with pre-cast concrete footers and wingwalls. Culvert to be 20 foot span (measured inside to inside), 6 foot rise (from top of footers to bottom of deck), 36 foot width. Footings: Footings shall pre-cast concrete. Footings shall have adequate width for HS-20 highway loading plus other normal dead and live loads, assuming an allowable foundation loading of 2,000 pound per square foot. Footers shall be minimum 1 foot 6 inches depth for scour protection. Culvert: Culvert shall be pre-cast concrete construction. Culvert shall be designed for HS-20 loading, plus other normal dead and live loads. Culvert shall have curbing alongside outside edge. Guardrail Provisions: Culvert shall be provided with sockets or other attachments devices for guardrail posts. Provisions for attachment of guardrail to culvert shall be in compliance with State of Idaho Department of Transportation requirements. Guardrail post socket/attachment spacing shall be such as to provide a 28 foot spacing between face of guardrails, to allow for a 24 foot wide travelway. Wingwalls: To be pre-cast concrete manufacture. Length to be 5 ft. 0". Drop in height from start of wingwall to end of wingwall to be 1 ft. 3". Item #0002 Delivery and Off-loading. Quantity 1 Job. As specified below. Delivery will be FOB: Destination: May, Idaho 83253 Culvert supplier shall deliver the culvert to the Falls Creek Fish Passage Culvert worksite. The worksite is on the Lemhi County Pahsimeroi Valley road, approximately 4 miles southeast of May, Idaho. Supplier shall off-load the culvert components off the truck and onto the prepare culvert excavation/bedding. Delivery shall be coordinated with the Lemhi County Road and Bridge Department. Delivery date shall not be any later than 45 days after notice to proceed. The BLM Technical POC will be Steven Frazee at (208) 756-5431. At the time of award specific names of points of contact and phone numbers from the Lemhi County Road and Bridge Department, will be given for the special delivery requirements listed above. The provision at 52.212.-01, Instructions to Offerors-Commercial Items is applicable. The provision at 52.212-02, Evaluation-Commercial Items, with its offer. The clause 52.212-04, Contract Terms and Conditions-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.211-05, 52.211-16, 52.219-06, 52.232-36, 52.246-01, 52.246-02, 52.247-34. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov. The registration is required to receive contract award and will facilitate payment. Offers are due at the above office by close of business 27 May 2005. Fax quotes will be accepted at (208) 373-3915.
