- This presolicitation constitutes the official notice of the 460th Contracting Squadron, Buckley AFB, CO intent to solicit bids for roofing repair services at Buckley Air Force Base and the Buckley Annex. The Government is soliciting for the award of a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide all labor, means, operations, materials, equipment, special permits, licenses, supervision and all other incidentals necessary for performing all operations required to repair or replace existing roofing on various buildings at the locations stated above. FAR Part 14, Sealed Bidding, shall apply to this acquisition. A typical Task Order (TO) will be performed on non-housing type buildings, such as dormitories, administrative facilities, and industrial buildings in strict accordance with specifications, applicable drawings, Statements of Work, and contract terms and conditions. The work to be performed shall consist of, but is not limited to the following principle features: demolition or removal, replacement or repair, installation or patching, and protection of new roofing systems. This acquisition is restricted to Small Business Administration (SBA) certified HubZone small businesses. The period of performance shall consist of one (1) base year, with the possibility of two (2) individual option years, not to exceed three total years of performance. The Government anticipates one, possibly two contract awards with a contract guaranteed minimum of $25,000 per contract. The contract magnitude of the acquisition is between $500,000 and $1,000,000 per contract. The NAICS for this acquisition is 238160, with a size standard of $12,000,000. This presolicitation does not request any bids at this time. The solicitation will be announced on or about 30 May 2005. Bid opening will be scheduled on or about 30 days after issuance of the solicitation, for one (1) base year and two (2) option years. Interested parties should register online at www.fedbizops.gov to subscribe for receiving procurement announcements related to this solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package. To be eligible for contract award, offerors must be a certified HubZone small business registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.ccr.gov/ or by contacting CCR Customer Service Contact Information at 1-888-227-2423. Contractors must also submit their representations and certifications at the online Representations and Certifications Applications (ORCA) website http://orca.bpn.gov. All responsible HubZone small businesses may submit a bid that will be considered by the 460th Contracting Squadron. There will be no paper copies of this solicitation available.
