- The Department of Defense Dependent Schools (DoDDS) Europe Transportation Division has a requirement for Non-personal services to present a series of training sessions August 9-11, 2005 in Best Practices for Administrators leading their schools in Achievement for ALL students. Services are to be performed in Frankfurt, Germany. One 40-60 minute Keynote Address for the Administrators’ Conference which focuses on current statistics and trends across the United States in achievement for students with a variety of economic and racial backgrounds. The Conference theme is Achievement for ALL: Administrators Leading the Way. The speaker must be able to compare the achievement of DoDDS students to those of students in the United States and have a vision for addressing current trends in student performance. The speaker must have specific, first-hand knowledge and expertise about programs designed and currently being used in schools across the United States to “Close the Gap” and increase student achievement for underperforming students. DoDEA, as the school system of the United States President, has embraced the No Child Left Behind Act. It is pro-active of Goal 1 of the Community Strategic Plan: High Student Achievement. The emphasis is on ALL students, not just those college bound or on one particular ethnic group. There is a gap within the school system that includes different groups of students not achieving as high as they could be. This session must include a discussion and explanation of ways to improve academic achievement across all student groups to “close the gap”. The speaker must be able to provide information on the leadership role of administrators as they lead school staff’s in appropriate practices and polices that will further academic improvements for ALL students. Since conference participants will all be administrators (principals, assistant principals, superintendents and assistant superintendents), it is important that the speaker has been a teacher and has experience as either an administrator at the elementary or secondary levels. The speaker must have experience in directly teaching and working with administrators on an ongoing basis, as well as presenting to them.
