Description
Impact Evaluation Services. The Millennium Challenge Corporation (MCC) provides U.S. government assistance to poor countries that are committed to growth-promoting policies. Rigorous evaluation of the impact of MCC programs on poverty reduction in eligible countries is a key component of its mission. MCC is seeking to obtain short-term consulting services from individuals, firms, and organizations that are recognized experts in the field of performing impact evaluations using randomized trials. The purpose of consulting assignments would be to incorporate randomized assignment techniques into the design of selected projects, and to carry out independent impact evaluations. Examples of assignments could include: making recommendations for candidate projects for evaluation, conducting working sessions or training with MCC staff, performing analysis of likely beneficiaries of development interventions, drawing up evaluation designs appropriate for specific projects, organizing outreach and orientation on the evaluation design, working directly with project implementers to manage an evaluation, overseeing of survey design and data collection, and writing of interim and final reports on results. Consulting services will be requested in the form of short-term technical assistance that could range from a day to several months in duration. A request for proposal will be issued at fedbizopps.gov on or about May 24 requesting a formal proposal setting forth the offeror’s capability to meet the above requirements. The MCC will select multiple sources to provide relevant consulting services on an intermittent basis. The Government contemplates awarding Blanket Purchase Agreements to multiple sources with a five (5) year period of performance. Call orders will be issued on a Time-and-Materials basis. There will be no commitment to a minimum or maximum amount of work implied by submitting a proposal nor will there be a guarantee of any work. The North American Industry Classification System (NAICS) code is 926110, size standard $5 Million. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov. The solicitation will be posted at www.fedbizopps.gov on or about May 24, 2005.
