Description
The Naval Air Warfare Center Weapons Division, China Lake, CA is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6. This announcemnt constitutes the only soliciation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N68936-05-T-0171 is issued as a Request for Quote (RFQ). All responsible sources may submit a quotation, which shall be considered by the agency. The Naval Air Warfare Center Weapons Division China Lake CA intends to procure on a full and open competition basis one (1) analytical High Performance Liquid Chromatograph (HPLC) system. The HPLC system will be used to perform reversed-phase separations and normal-phase separation. The operating system must be user-friendly for general operators and powerful for experienced operators. The system needs to allow the operator to select which modules are to be used for the desired experiment, it ! will not be necessary to use all detectors for all experiments. All components of the instrument must fit on a 6' by 2.5' tabletop. HPLC system will be a stand-alone system. It will not be connected to a LAN or to the Internet. The HPLC system will include the following specifications: The system will consist of a Quaternary HPLC gradient Pump with a operator selectable flow rates from 250 µL/min to 2 mL/min; Autosampler that holds at least 50 sample vials and allows random access of the samples under data station control; Column Heater with space to hold columns up to 25 cm in length and their guard columns, Ultraviolet/Visible Diode Array Detectors, a Fluorescence Detector with scanning capabilities for both excitation and emission spectra, a Conductivity Detector, a Evaporative Light Scattering Detector; a analytical Scale Fraction Collector; a Data Station/System Controller with chromatographic software; Algorithms will be provided to permit the Simultaneous operat! ion of all components of the instrumentation, Acquisition, calibration, quantitation, display, and plotting of detector output, Library creation and searching, and Reporting of results using operator defined templates; There must be at least 1 unused USB port to facilitate data transfer between computers; A publication quality printer; All hardware and software components needed to operate the HPLC system as well as collect, reduce, report, and archive the resulting data; All components necessary to operate the instrument as an integrated system; Manuals- Maintenance, operating, and software manuals for all system components; System Installation and Familiarization that include validation that the system meets the vendor's instrument specification, system will be installed on an active U.S. Naval base. The installer must pass the Navy's security requirements to enter the base. At least one week prior to installation the vendor will contact the principle operator (contact ! information will be provided after the contract is awarded) with pertinent information to arrange an official visit for the installation. Immediately after system installation and validation, the vendor will provide system familiarization for up to 2 operators. Vendor's standard warranty or a 1-year warranty on parts and labor, whichever is longer. This period will commence upon system installation and validation by the vendor. The provision FAR 52.212-1, Instructions to Offerors - Commercial Items (Jan 2005) applies to this acquisition and there is no addenda to the provision. Evaluations shall be based on best value with technical capability and price as the evaluation factors.
