Description
NAICS Code: 541710 The U.S. Environmental Protection Agency intends to negotiate a sole source purchase order with Neuroscience Associates, Knoxville, TN to perform histological preparation of brain tissues from two different experiments. Use of this firm provides EPA a continuum in the sectioning and staining of the tissues which is useful in accurate pathology examination. This firm has developed a unique multi-brain technology in which up to 25 separate mice can be simultaneous embedded, frozen sectioned through the entire brain and stained. This feature provides a unique level of organizations and uniformity of staining across cases. Since this technique was utilized in prior studies, a valuable continuation of the staining and sectioning will be provided to EPA. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy agency requirements". The period of performance is expected to be from May 2005 through June 1, 2007. This is a non-commercial purchase. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any source(s) exist and, therefore, no RFQ is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will not be honored.
