Description
THIS MODIFICATION CONFIRMS THE PROCUREMENT AS FULL AND OPEN (UNRESTRICTED) COMPETITION, REMOVES THE REQUEST FOR INFORMATION REGARDING HUBZONE CERTIFICATION AND CHANGES THE RESPONSE DATE (BID OPENING) TO JUNE 16, 2005. ALL OTHER INFORMATION REMAINS THE SAME. PROJECT DETAILS: This project consists of clearing, grading and erosion control on 17.72 kilometers of roadway for the Sunrise Park-Big Lake Road Project, AZ PFH 43-1(1), Apache-Sitgreaves National Forest in Apache County, Arizona. The estimated price range is between $400,000 and $800,000. Principal work items include: surveying and staking-by the hour and lump sum (various); contractor testing-lump sum; soil erosion control-2,400 m (various); clearing-13.0 ha; roadway excavation-11,000 m3; concrete headwall-2 each; woven wire fencing-2,000 m; woven wire gates; heavy equipment operators; mitigation; along with associated seeding, mulching, planting, signing, and temporary traffic control. Tentative advertisement date is May 17, 2005. The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
