THIS IS NOT A SOLICITATION. IT IS A REQUEST FOR INFORMATION. In accordance with Federal Acquisition Regulations paragraph 15.201 (e.), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Purpo se. To solicit Ideas for a Potential Directed Energy (DE) Weapon System Prototypes. Background. Last year, OSD developed a Directed Energy Roadmap that required the Services to identify 1) potential new applications for directed energy (DE) technologies and operational concepts for their use; 2) options to ensure ongoing DE development efforts are integrated to the maximum extent possible, as well as their potential to become joint programs/capabilities; 3) program feasibility and timing, and the adequacy of the FY 2006 POMs for implementing these programs; 4) options to accelerate the transition of DE capabilities, including airborne relay mirror systems, to the joint warfighter; and 5) information and intelligence improvements necessary to support DE wea pon uses. OSD only considered DE weapons, not DE devices such as target designators and communications systems. In response, the Army identified capability areas where DE might be a solution, DE technology and system development programs that may provide potential solutions to these capability areas, and additional supporting developmental efforts that would be needed to enable continued DE research and development. The Army feels that directed energy technology, including moderate to high energy lasers and high powered radio frequency (e.g., microwaves) might be used to fulfill some of its capability gaps listed below. Scope. To support the planning process for revising and improving the Armys Directed Energy Roadmap and Implementation Plan, the Air and Missile Defense Battle Lab (AMDBL) is seeking voluntary information from government and industry addressing potential prototype directed energy systems (including solid state laser systems, high power radio frequency systems, and other unique directed ene rgy systems) that could fulfill Army capability gaps. Capabilities Gaps and Desired Characteristics. Several capability gaps have been identified by TRADOC proponents that have potential directed energy solutions. The desired characteristics for future Ar my directed energy systems support commanders in the joint and interagency operational environment with reduced burden compared to todays systems. Specific gaps and characteristics include: Gap 1  Defeat In-Flight Projectiles: Defeating in-flight proje ctiles to include: rockets, artillery, and mortars; anti-tank guided missiles (ATGM) and rocket propelled grenades (RPG); and man-portable surface-to-air missiles. Gap 2  Non-lethal Capability: Deterring / disrupting personnel and vehicles/equipment; Ga p 3  Ultra-Precision Strike: Destroying targets with little to no collateral damage; Gap 4  Anti-Sensor: Disruption of electrical-optical (EO) and infra-red (IR) sensors; and Gap 5  Ordnance / IED Neutralization: Neutralizing mines and other ordnance (especially improvised explosive devices (IED)) from a stand-off. Characteristic 1  Joint multi-role / multi-mission systems; Characteristic 2  Scalable effects (non-lethal t o lethal); Characteristic 3  Deep magazines; Characteristic 4  Reduced logistical burdens; and Characteristic 5  Mobility (size / weight / power). Information Sought. The following information on proposed potential prototypes is sought; a. The poten tial prototype(s) should show technological feasibility within a 12, 24, 48, 72, and 96 month timeframe, with emphasis on the 12-24 month timeframes. Information provided for the prototype is restricted to the SECRET level. Recommendations on a technolog y development plan are desired to support development of proposals of Advanced Technology Demonstrations (ATDs) and Advanced Concept Technology Demonstrations (ACTDs). b. An assessment of the maturity of the technology involved is desir ed to support identification of the risk and programmatic efforts necessary to mature the technology and achieve a conceptual capability within the 12, 24, 48, 72, and 96 month timeframes. Participants should give current Technology Readiness Level (TRL) assessments and rationale. Also, a plan for growing the TRL should be provided. TRL descriptions may be found in the Defense Acquisition Guidebook located on-line at http://akss.dau.mil/dag/. c. Anticipated Program Overview. An estimate of the schedu le and funding profile to develop the potential prototype is desired to enable an evaluation of the affordability of the proposed solution. An estimate of the procurement cost per unit will enable an assessment of the affordability to achieve a conceptual capability within the 12, 24, 48, 72, and 96 month timeframe and an assessment of the affordability of the procurement tail. Responses. All responses will be reviewed by an AMDBL team consisting of government personnel and their support contractors. All information provided will be adequately protected.
