- The US Department of the Interior, Minerals Management Service, intends to award a sole source contract for the following tasks in accordance with FAR Part 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. -Develop methodologies and conduct an assessment of in-place recoverable gas hydrates in the Outer Continental Shelf -Ensure that methodologies conform to best statistical practice -Evaluate model components by pilot testing and sensitivity analysis -Conduct cross validation study of model performance -Analyze the propagation of errors through the model -Define the hydrate stability zone (HSZ) -Estimate the volume of methane in hydrated within the HSZ -Estimate the relative volumes of course and fine grain facies in the HSZ -Estimate the density of hydrates course and fine grain facies in the HSZ To conduct the project described above requires an extensive knowledge of statistical principles as applied in the field of assessment methodologies for undiscovered hydrocarbons. Dr. Schuenemeyer of Southwest Statistical Consulting is an expert statistician who has spent over 40 years in developing predictive probabilistic models for hydrocarbon resource assessment. This award will be for one base and two (2) option years. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone request will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the government.
