Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service Pacific Island Fisheries Science Center located in Honolulu, Hawaii intends to negotiate a sole source contract with Texas A&M University Research Foundation for the research study entitled Functional Analysis of Biting in Loggerhead Turtles (Carretta caretta) within the Context of Longline Fishery Interactions: Biomechanics as a Tool in Conservation. Contractor will investigate the behavioral performance and biomechanics of biting in loggerhead turtles at the Galveston NOAA Fisheries sea turtle facility. The research will be the first phase (Phase I) in developing a physical and computer model (Fine Element Analysis) of the head of Carretta carretta (Phase II). Specific experiments to be conducted are:1.) Ontogency of Bite Force, 2.) Feeding Kinematics, 3.) Jaw-joint mechanics. The research will be conducted by an assistant professor of Wildlife and Fisheries Sciences, Department on Marine Sciences at Texas A & M University, Galveston campus whose area of expertise is in ecological morphology and functional organismal biology. He is uniquely qualified to conduct research due to his ability to integrate fields of vertebrate motion analysis with behavioral performance and biomechanics. He has twelve years of experience in this field and has published extensively on vertebrate motion analysis and biomechanics, both with terrestrial and marine vertebrates. A firm-fixed price order will be issued with performance period from June 2005 thru April 2007. This notice may represent the only office notice. This is a simplified acquisition with an estimated value of less than $100, 000.00. ****The Western Administrative Support Center Acquisition Management Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
