Description

The USDA, NRCS is issuing a combined synopsis/solicitation for the USDA, OCIO, ITS, Operations Security Branch for commercial items under the GSA Federal Supply Schedule, Group 70 contracts. This announcement constitutes the request for quotations for the required items under RFQ number AG-82TS-S-05-0017. A subsequent solicitation document will not be issued. USDA requests firm, fixed-price quotes via GSA Schedule for the following two line items: (1) Line Item 01. Quantity 1 each; Required Delivery by 05/31/06. ISS Federal – SiteProtector Enterprise. Includes Site Protector Reporting Module, 3rd Party Module, 3rd Party Adapter and Security Fusion Module – Perpetual Software License (Supports an Unlimited Number of Agents). 3rd Party Adapter and Security Fusion Module – Perpetual Software License (Supports an Unlimited Number of Agents). (2) Line Item 02. Quantity 1 each; Payment for the services of this line item will be made monthly, quarterly, or annually, IN ARREARS, in accordance with U.S. Code 31 USC 3324. Quotes submitted based upon full or partial payment in advance will be considered non-responsive. ISS Federal – Site Protector Enterprise, Includes SiteProtector Reporting Module, 3rd Party Module, 3rd Party Adapter and Security Fusion Module – Standard Annual Maintenance and Support. 3rd Party Adapter and Security Fusion Module – Standard Annual Maintenance and Support At a minimum, GSA FSS vendors shall provide a price quotation on letterhead which identifies (1) the GSA Schedule contract number; (2) the requested line items with unit prices and extended prices; (3) a total price for the quotation; (4) a guaranteed delivery date; (5) prompt payment terms; (6) payment remittance address; (7) Tax I.D. #; and, (8) DUNS #. Responses to this solicitation are due by May 13, 2005 at 3:00 p.m. Mountain Time. Quotations shall be emailed to debbie.sanders@ftc.usda.gov. Reference RFQ AG-82TS-S-05-0017 on the subject line of the email message transmitting the quotation. Award will be made by issuance of a delivery order under the applicable GSA FSS contract to the vendor that the Government determines provides the best value (price delivery period, past performance, and other relevant factors considered). There will be no formal ranking of quotes received. This proposed action is for commercial items for which the Government intends to acquire the brand name items on a sole source basis under 41 U.S.C. 253(C)(1). The USDA, OCIO, ITS, Operations Security Branch (OSB) already has existing Internet Scanner software, SiteProtector software, and Proventia IDS hardware appliances. The licenses requested under this acquisition are for the centralized management console needed for the equipment, and event toolkit to help improve forensic capabilities on the data received from the system. The ISS SiteProtector License and Security Fusion module are proprietary add-ons to existing Internet Scanner and Site Protector software and Proventia IDS hardware appliances already deployed on the network for OCIO ITS data security management. Interested vendors may identify their interest and capability to respond to the requirement or submit a quotation. All responses received by the response date of this synopsis will be considered by the Government. A determination by the Government not to compete the brand name requirements based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted via email to debbie.sanders@ftc.usda.gov.
