Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number NFFK-140B-sks is issued as a request for quotation. This acquisition is being solicited under full and open competition. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, has a requirement for a nation wide educational program for 75 minority students, grades 10, 11 and 12. The program tuition for twelve students will be provided by NOAA and the remainder by the contractor. A mentor shall be provided for each student. Students work during the summer with their mentors, in laboratories and in the field, by collecting samples and assisting in analyzing data. This requirement also includes the provision of educational materials on a nation-wide basis for public school science teachers. Subject matter is related to topics of interest in the Fishing Community, i.e., species, management, pollution control, law and societal roles of aquaculture and open ocean fishing, etc. The resulting purchase order shall be negotiated on a firm fixed price. The award will be made on a best value using simplified acquisition procedures. Offers will be evaluated based upon past performance and price. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. The provisions and clauses may be downloaded at http://www.acqnet.gov. All responsible sources that can meet the requirements and provide the items listed above may respond to this solicitation by a cost proposal on company letterhead (maximum 5 pages) along with capabilities information (comparable past performance) addressed to Sandra Shaffner, NOAA/NOS/NMFS/OAR AMD, 1305 East West Highway, Room 7125, Silver Spring, MD 20910, to be received no later than May 23, 2005.
