Description
Contractor is to provide Marine Salvage training to the Coast Guard National Strike Force (NSF) units. The purpose of this statement of work is to obtain contractor training support services. This training is part of the required NSF training and will prepare strike team members to respond to a wide variety of salvage related responses. Course must contain instruction on wreck removal, lightering operations, underwater oil and hazardous material recovery operations, commercial diving, heavy lift operations, groundings, collisions and casualty assessment. Also must provide case studies on best maritime salvage practices. Contractor must be able to provide instruction at any of the three Strike Team locations, Novato, CA, Mobile, AL or Ft. Dix, NJ. Classes shall consist of up to 30 people. Six to seven professional marine salvers shall instruct based on regulations and standard operations related to salvage. The contractor will provide qualified instructors to perform all requirements with in the specified timeframe. All instructors, support personnel, and assistants shall be familiar with the roles and missions of the NSF. No changes to the instructors list will be authorized without prior approval from the National Strike Force Coordination Center (NSFCC) point of contact. The NSFCC shall have final approval for all instructors supplied by the contractor. A proposed training curriculum shall be submitted in the proposal. The final training curriculum shall be submitted to the NSFCC point of contact for review and recommendations no later than 30 days prior to beginning of period of performance. No changes to the curriculum will be authorized after 2-weeks prior to beginning of period of performance. The contractor shall supply all training materials, a bound copy of all presentations and a copy of the U.S. Navy Salvers handbook and a course certificate. The contract will begin with a base year on 01 July 2005 plus 4 one-year option periods through 30 September 2009.
