Description
This project involves constructing a temporary bypass (including repairing and placing a government furnished temporary bridge), and removing and disposing of the existing timber bridge, concrete abutments, and asphalt surface and approaches on the Hells Canyon National Recreation Area of the Wallowa-Whitman National Forest. Contractor shall provide a design for the superstructure which meets the requirements shown in the plans, and shall construct a new bridge in approximately the same location (including pile abutments, riprap, prestressed concrete superstructure). Project also includes installation of bridge and approach rail and reconstruction of the approaches(embankment, base rock, asphalt concrete surfacing). Associated work includes traffic control, construction staking, temporary and permanent erosion control measures, separating/dewatering during instream work (removal of abutments, etc.), monitoring stream turbidity, quality control, as-built drawings, etc. The instream work period is from July 15th through August 15th. Entire Period of Performance is estimated to be September 2005 through October 2006. This solicitation is 100% set-aside for HUBZone contractors. Both HUBZone and non-HUBZone firms are encouraged to submit pricing for this project. In the event that there are no offers received from HUBZone firms or all offers received for an Item(s) from HUBZone firms are more than 20 percent above the Government estimate and the Contracting Officer considers their pricing outside the range considered fair and reasonable, the Contracting Officer may evaluate the non-HUBZone firms' bids for award(s) of this contract. Award(s) of this contract will be based upon best value to the Government. Place of Performance
Address: Lick Creek Bridge is located approx. 25 miles from Joseph, OR at milepost 10.6 on the Wallowa Mountain Loop Road (Forest Road 39, also designated as the Hells Canyon Scenic Byway). The bridge is near the Lick Creek Campground and Guard Station.
