PRESOLICITATION NOTICE ************************************* The U.S. Department of Agriculture, Forest Service, Gifford Pinchot National Forest, intends to issue a commercial item solicitation for Phase II of the Upper Trout Creek Restoration Project, located on the Mt. Adams Ranger District. The Upper Trout Creek Restoration project consists of logging, transporting, and placing 1320 trees in Upper Trout Creek and Layout Creek. The trees will be used to form in-stream log complexes to increase fish habitat. This solicitation is for Phase II, the helicopter lift of 925 logs from 2 landings to 25 designated locations on Layout and Upper Trout Creeks. The performance period is estimated to be four days. In Phase I, trees will be acquired by thinning approximately 14 acres in two locations. All trees will be skidded to four designated landings. Two of the landings will accommodate a total of approximately 900 of the trees. In Phase II, a helicopter will lift the trees from the landings to 25 marked sites along Trout and Layout Creeks. In Phase III, the trees will be placed and anchored to create in-stream log complexes. Offers will be evaluated on; price; experience; and past performance. Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the Government. Solicitation will be issued on or about May 31, 2005. This procurement is not set-aside for HUBZone, or small businesses. All responsible sources may submit an offer, which shall be considered by the agency. The estimated start work date is July 18, 2005. Service Contract Wage Determination Rates apply to this solicitation and any resulting contract. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
