Description
The Government intends to solicit and negotiate on a sole source basis with the Center for Coastal Studies, P.O. Box 1036, Provincetown, Massachusetts 02657 to provide the following: To provide services and support necessary to perform requirements of daily operation of visitor exhibit, including interpretive support services (including but not limited to meeting/greeting visitors, providing guidance on the use of the interactive exhibit system, direct visitors to additional education materials and sources, protecting exhibit from incidental damages and vandalism. Contractor, and personnel staffing the exhibit, shall have an excellent understanding of the natural and cultural resources of the Stellwagen Bank area, and shall have extensive knowledge about the Sanctuary location, designation history, human uses, geological history, management, policies and place in the National Marine Sanctuary System. Contractor to see to daily maintenance of the exhibit and make any small repairs necessary (coordinated thru the COTR) to maintain the appearance of the exhibit, including but not restricted to minor touch-ups to paint, replacement of light bulbs, etc. Contractor shall also work with the computer exhibit designers/builder to ensure that the interactive units are working to maximum capacity. Contractor shall maintain Sanctuary message boards in both the visitor center at 205 Commercial Street and the free-standing exhibit on MacMillan Wharf. Contractor shall work with the Sanctuary in the development of new outreach products and programs. Contractor at a minimum shall meet the following qualifications: be located within a 30 minute radius of the Provincetown exhibit for ease of access to the facility at all hours in order to respond to any emergency; have familiarity with local tourism-related services for exhibit visitor inquiries; have an excellent understanding of the Sanctuary, its resources, the national system and rules and regulations pertinent to sanctuary operation; extensive expertise in the areas of cetacean behavior and identification, particularly for the Gulf of Maine/Stellwagen Bank population; have the capability to provide the Sanctuary with technical assistance in the development of new informational panels pertaining to Sanctuary resources; familiarity with Provincetown town government, including the Chamber of Commerce, Tourism Office and Selectmen?s Office and promote the exhibit within the community through personal communications and other methods as approved by the Sanctuary. Have contacts within local school systems for the development of possible off-season education programs at the exhibit to be developed in conjunction with the Sanctuary?s education coordinator. Performance period is July 1, 2005, or date of award, whichever is later, through April 30, 2006, with 4 one year options. Delivery to be F.O. B. Destination to the U.S. Department of Commerce, NOAA NOS, Stellwagen Bank National Marine Sanctuary, 175 Edward Foster Road, Scituate, MA 02066. Estimate 845 hours per year for exhibit staffing and 200 hours for development of new outreach products and programs. Authority: 41 USC 253(c)(1). The FSC for this is R499 and the NAICS Code is 611710, small business size standard is $6.0 million. The government intends to award a labor-hour, firm-fixed hourly rate, purchase order for this requirement. Center for Coastal Studies is the only know source capable of providing the required services. This acquisition is a follow-on to a previous purchase order. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 PM June 7, 2005 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required items. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
