Description
DOC, NOAA?s Western Regional Acquisition Division (WRAD) requires the recruitment, selection, supervision, and outfitting of all sea-going personnel (observers) needed to fulfill Federal fisheries obligations of the National Marine Fisheries Service (NMFS), Pacific Islands Region, Pacific Islands Region Observer Program (PIROP). The PIROP currently includes the Hawaii Tuna longline fleet, the Northwest Hawaiian Islands bottomfish and Seamount fleet, experimental lobster and in the future the fleets of American Samoa, Guam, and the Northern Mariana Islands. Observers collect required information to assess the involvement of sea turtles, sea birds, and marine mammals, other protected species, and other by-catch species in the pelagic longline, Bottomfish and Seamount groundfish fisheries along with acquired biological information for population and life history studies. The contractor shall maintain a qualified pool of available observers to provide, a minimum of 20% observer coverage, of the total fleet effort for the Hawaii Tuna Longline and Bottomfish fisheries; 100% observer coverage for the Swordfish fishery; and five (5) 30-day experimental lobster trips. Observer coverage must occur throughout the calendar year proportionate to the amount of overall fishing effort and the contractor shall be ready to begin deployment of observers as of the date of contract award. A firm-fixed price contract is anticipated. The period of performance is short-term from approximately 09/01/05 through 12/31/05. The contract?s performance period will begin on the date of contract award currently estimated at September 1, 2005. The procurement is a 100% Small Business Set-Aside. All contractors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR) and may register at the following web site: http://www.ccr.gov. Documents for the Request for Proposals (RFP) will be available on or about June 15, 2005, to download through the Government's website at http://www.fedbizopps.gov/. No paper copies will be issued. Interested parties should use the FedBizOpps [REGISTER TO RECEIVE NOTIFICATION] and [REGISTER AS AN INTERESTED VENDOR] feature which provides notification when the RFP becomes available for download and all postings associated with the solicitation, thereafter.
