- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is EDOCIO-05-000171 and is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. The NAICS Code is 541511 with a small business size standard of $21.0M. The Department of Education, Office of the Chief Information Officer (ED/OCIO) intends to solicit and award a brand name or equal contract for consolidation of Tripwire Licenses maintenance. The Government intends to solicit and negotiate with Tripwire and or Tripwire authorized distributors under the authority of FAR 6.302. However, the Government will consider all "equal to" capability statements received by the closing date for quotes. The Tripwire software is currently installed across the Department's computer network and the need for it is ongoing. ED/OCIO provides an integrity management and file tracking software application which enables the Department to reduce operational risk and gain control over its information technology system files stored on servers and network devices. Tripwire is the only product that specifically addresses data file integrity by detecting and exposing unintended changes, circumvention of change management processes and compromises of security on files through a centrally managed console. This information is vital in ensuring ED possesses the best possible file tracking software application. Vendors offering an "or equal" product must submit complete capability statements for the product, along with their quotation, for evaluation purposes. The due date and time for quotations is Tuesday, June 14, 2005 at 12:00 p.m. Two (2) original hardcopies plus an electronic copy of the quotation are due to the U.S. Department of Education, Potomac Center Plaza, Room 7162, 550 12th Street, SW, Washington, DC 20202-4210. Att: Susan Webster. The basis for award is low price from an authorized distributor of the product. Description of Requirement - See Below The Department of Education requires the following items: Item No. 0001: Description - 100000-03-100-249-CT; Co Term, 100000-03-100-249 for 14 months, Tripwire for Serves 100-249, Licenses - Annual Standard Support & Maintenance Renewal; (Pricing is based on total number of licenses purchased); Period of Performance 6/1/05 - 7/31/06; Quantity = 235. Item No. 0002: Description - 100000-03-250-499; Tripwire for Servers, 240-499 Licenses - Annual Standard Support and Maintenance Renewal; (Pricing is based on total number of licenses purchased); Period of Performance is 8/1/05 - 7/31/06; Quantity = 300. Item No. 0003: Description - 110000-03; Tripwire Manager License - Standard Support for Maintenance Renewal; Period of Performance 8/1/05 - 7/31/05; Quantity = 1. Offerors must adhere to the provisions at FAR 52.212-1, Instructions to Offerors - Commercial Items, to this acquisition. Offerors are to comply with the provisions at FAR 52.212-2 Evaluation -- Commercial Items. Offerors will be evaluated based on their ability to meet the requirements of the Request for Quotes and the price offered. The basis for award will be lowest price provided the lowest priced quotes is from an authorize distributor.
