Description
The Department of Housing and Urban Development (HUD) intends to procure subscription services of a contractor?s existing on-line system to allow appraisers in the Santa Ana, CA Homeownership Center (SAHOC) HUD office access to ownership and property information including owner?s name; address; lot size; assessed values; improvements and property characteristics. In addition, to the aforementioned, the contractor?s on-line service shall include property details; comparable sales; current sales price; street maps; transaction history; historical and present value automated valuation capabilities; parcel map; document image; legal and vesting with transaction history; neighborhood information and custom search facilities/capabilities. The contractor?s existing on-line system shall also allow the SAHOC to run AVM?s, which are computer-generated valuations of a particular property that will provide HUD an estimate of value. The contractor?s existing on-line service shall include a Government Technical Representative (GTR) controlled administration capability that will afford the monitoring and control of an individual/sub user?s access to specific reports, and daily/monthly activity. The contractor?s existing on-line system shall provide complete Assessors Property information for the following States: California, Nevada, Arizona, Washington, Oregon, Idaho, Alaska and Hawaii. HUD intends to competitively procure these services. At this time HUD has not determined whether to solicit the service as a small business set aside or on an unrestricted basis (i.e. all business types) under FAR Part 13, or under the GSA Schedule under Part 8. A decision will be made after reviewing the responses to this notice. Interested large businesses must express intent to subcontract at least 40% of the work to small businesses, in accordance with HUD?s established goals for small business participation in procurement. For purposes of determining size status, NAICS code 541990 with $6M in annual receipts will be used. If interested, please email Marie Myers at Marie_A._Myers@hud.gov and provide 1) Qualifications sufficient to ascertain the vendor may be able to perform the requirements stated above; 2) identification as to whether the vendor is large or small, and if large, intent to subcontract 40% or more; and the vendor?s GSA schedule number and point of contact if applicable. Do not submit a company overview or unnecessarily elaborate materials; submissions should not exceed 10 standard pages when printed. Vendors who do not submit the mandatory information may not be considered. Interested parties must respond no later than 4:30 pm Mountain Time on June 17, 2005.
