- THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Syracuse VA Medical Center (528A7) is performing a "market search" to determine potential Small Disadvantaged Veteran Owned Business (SDVOB) sources in preparation for a future procurement for a project to test and calibrate switchgear. Responses to this announcement will be used to identify interested quality sources available in the market place. Responses will be accepted only from Service Disabled Veteran Owned Business (SDVOB) concerns. Note 29 applies. The NAICS code is 541380 and the small business size standard is $10.0 million. Estimated value is between $25,000 and $100,000. Responses from other than SDVOB concerns will not be considered. The proposed scope of work includes but is not limited to the following: Retain the services of a Certified Testing Engineer to supervise and perform the following work. Retain the services of a Field Service Engineer to supervise and perform the following work. Clean, inspect, test and adjust as necessary the following items: a. Six (6) medium voltage air draw-out circuit breakers, with a Kirk Key System. b. Twenty (20) over-current relays. c. Seven (7) ammeters and four (4) voltmeters, each with selector switches. d. Four (4) primary fused disconnect switches, electrically and mechanically operated with a Kirk Key system. e. Four (4) 1000 KVA dry-type transformers with integral fans. f. Twelve (12) low-voltage electrically operated draw-out air circuit breakers, with automatic transfer. g. Eight (8) ammeters and eight (8) voltmeters, each with selector switches. h. Seventy-two (72) stationary molded-case solid-state circuit breakers. i. Four (4) automatic normal-emergency transfer switches with synchronizing modules. j. Four (4) emergency generator control panels, two with a stationary manually operated circuit breaker, two with draw out manually operated circuit breaker. Information requested from interested parties is described below: All offerors who are interested in future opportunities must provide the following information on their company letterhead: business size status identifying any proposed teaming arrangement, qualifications and experience for similar work for the past three (3) years in occupied facilities. Provide experience in the form of an outline of previous projects for specific relevant work completed or currently being performed of equivalent magnitude including contract numbers, description of work, points of contact, and phone numbers; professional qualifications and specific experience of personnel identified to perform the work; and any other pertinent information which would enable the government to assess a firms capabilities. Also provide evidence of bonding capability (bid, payment and performance capability), experience of contract administration and your company?s ability to comply with OSHA safety regulations. All information must be submitted in sufficient detail for an agency decision regarding availability of interested qualified Service Disabled Veteran Owned Small Business concerns. CONTRACTOR QUALIFICATIONS The work under this contract shall be performed under the supervision of a Qualified Registered Professional Engineer. Field Service Technicians who have successfully demonstrated their knowledge and experience in the field of Electrical Power Distribution Systems Testing shall perform Field service work. The Field Service Technicians shall be capable of (1) testing, assessing, evaluating, servicing and reconditioning components, (2) assuring that the equipment on which work has been performed is safe, reliable and acceptable for its intended purpose, and (3) identifying defective equipment and potential safety problems, environmental hazards, code violations. The supervising Field Service Engineer must be accredited as a Certified Electrical Test Technologist by the NICET(National Institute for Certification On Engineering Technologist) of the NETA (National Electrical Testing Association) and have a minimum of five years of experience on similar major testing projects. (Note: Persons with high qualifications, such as a BS or higher Degree in engineering, need not be accredited or certified, provided they can demonstrate that they have the required specialized knowledge and at least five years experience in testing switchgear and power distribution systems). All other testing Technicians assigned to the project must be certified by NICET, NETA, or must have an equivalent qualification certification. (Note: Persons who, by the education, training and specialized knowledge and at least five years experience in testing switchgear and power distribution systems.) Test assistants and apprentices may be assigned to the project as assistants to certified technicians at a ratio not to exceed two certified to one non-certified assistant or apprentice. Contractor shall also have the ability to perform infrared scanning and testing. All potential offerors must have an active registration in Central Contractor Registration (CCR), which may be obtained at www.ccr.gov. Service Disabled Veteran Owned Small Business concerns is defined as follows: (1) Not less than 51 percent which is owned by one or more service-disabled veterans, or in the case of any publicly owned business, not less than 51 percent of the stock which is owned by one or more service-disabled veterans; and (2) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and service disability, the spouse or permanent care-giver of such a veteran. (3) Service disabled means a veteran, as defined as 38 U.S.C. 101(2) with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
