Description
1. SUBJECT. Purchase Order for completion of an evaluation and conceptual design alternatives report on updating fish trapping facilities at five locations in the Southern Willamette Valley of Oregon. 2. CONTRACT INFORMATION. A purchase order wi ll be awarded for an evaluation of four existing trapping facilities and one potential fish diversion weir and completion of a conceptual design alternatives report by 15 September 2005. 3. PROJECT INFORMATION. The work shall consist of participation in onsite preliminary scoping and evaluation meetings, an engineering and design assessment of the existing facilities, development of conceptual design alternatives for each site, development of preliminary cost estimates for each alternative, recommendatio ns on a preferred alternative for each site, development of responses and incorporation of review comments, and preparation of a final technical report. Specific products to be prepared by the successful offeror shall include a technical report, including sketches, analyses, etc.; preliminary cost estimates; and minutes of all meetings between the Contractor, the Corps of Engineers (COE) and other agency representatives. 4. SELECTION CRITERIA. Selection for this purchase order will be based upon the fol lowing criteria, shown in descending order of importance. Criteria a - c are primary, with criterion a-c equal. Criterion d is secondary and will only be used as tiebreakers among technically equal firms. a. Specialized Experience. The offeror shall i ndicate ability to complete the required evaluations and demonstrate the technical competence to develop suitable conceptual design alternatives and cost estimates for each site. The offeror shall provide written documentation of specific experience in ev aluation and design of fish trapping facilities suitable for steelhead trout and spring Chinook salmon, including handling areas and transfer capabilities to large tanker trucks. b. Past Performance. Past performance on contracts with Government agencies and private industry with respect to cost control, quality of work, and compliance with performance schedules. c. Professional Qualifications. The offeror shall provide resumes showing design capabilities of staff assigned to this study. Significant ex perience in evaluation and design of comparable fish trapping facilities will result in greater consideration. Proposed personnel shall demonstrate experience performing similar studies. d. Geographic Location In the event of a tie, the general geographic al location of the firm with regard to other firms and the Portland District will be considered. 5. ADMINISTRATION. Interested firms having the capability to perform this work must submit one original and two copies of the SF 330 for the prime and all c onsultants to the following address: U.S. Army Corps of Engineers, Portland District, Contracting Division, Attn: CENWP-CT-C, Kathleen Seitz, Portland, Oregon 97208-2946 or hand carried to 333 SW First Avenue, Portland, Oregon, 97204-3495, no later than close of business (4:00 p.m. PST) on 20 June 2005. This procurement is 100% set aside for small businesses, the size standard for which is a concern including all affiliates, with average annual sales or receipts for the preceding three years not in excess of $4 million.
