Description

This Solicitation (Request for Proposal/RFP) is for the Design and Construction of a second Roll-On/Roll-Off (RORO) Berth Facility at the Umm Qasr North Port (Site 1) and replacement of existing fenders to enhance berth protection (energy absorption) at Berth 5 of Umm Qasr South Port (Site 2). Site 1 is located at the North Port where a new RORO Berth Facility shall be constructed approximately 185 meters northeast of the existing RORO Berth (Berth 21). Site 2 is located at the South Port and extends the full length of Berth 5 (approximately 250 meters). The shoreline and waterway within the Project Area may have varying densities of unexploded ordinance (UXO), which may consist of both American and Iraqi munitions and mines. In addition, a number of vessels (located onshore, partially submerged and fully submerged) may be present in the vicinity of the proposed RORO Berth, which could possibly affect the means and methods required to complete construction. There is also remnant steel in varying sizes on the land in the immediate vicinity of the proposed RORO Berth which will require removal under this contract. Maximum water depth in the project area is approximately 8 meters. Port of Umm Qasr is located in the Governorate of Basrah, Southern Iraq, North of the mouth of the Khawr Az Zubayr. Work under this RFP may also include the following options: 1) UXO Clearance (Rough Order of Magnitude/ROM), 2) Vessel and Debris Removal (ROM), and 3) Construct RORO Berth (ROM). Award of these options is at the discretion of the Government. Period of Performance for this project is 210 days. Award of this RFQ will be based on Best Value Trade-Off Process, with the following Evaluation Factors being used to make that decision: 1) Past Performance, 2) Experience, 3) Technical Solution, 4) Woman-Owned Business Preference, and 5) Price. All technical evaluation factors, when combined, are significantly more important than price. Estimated Price Range - $1,000,000.00 - $5,000,000.00. NAICS: 238990. This Procurement action is un-restricted. Solicitation to be issued on or about 06 June 2005 and due on or about 06 July 2005, 4:00PM.
