- NAICS Code: 514191 The U.S. Environmental Protection Agency (U.S. EPA) Office of Environmental Information (OEI) / Office of Technology Operations and Planning (OTOP) intends to negotiate and award a sole source fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to The Corporate Executive Board. The purchase order is for the purpose of obtaining an annual membership to The Corporate Executive Board's Applications Executive Council (AEC) which will provide EPA with access to their research and services. The AEC provides a unique opportunity for EPA to participate in the sharing of case studies which is the predominant vehicle of AEC's best practice research as well as executive education. The Council's ever-growing archive contains profiles of applications engineering initiatives at the most progressive organizations offering real data from real companies. The authority for this sole source procurement is FAR part 6.302-1 in that The Corporate Executive Board's AEC is the only known source of its caliber that concentrates on applications management. They allow direct interaction on a strategic agenda set by its members allowing synthesis of real life situations in executive interaction. The principal unique characteristic of AEC is their emphasis on the future of the applications function at leading organizations. This provides to EPA additional, valuable interaction and opinions to complement information gained through other research services. The annual membership to The Corporate Executive Board's AEC includes the following: 1) Unlimited access to proprietary strategic research designated by the member executives 2) An Annual Executive Retreat offering a unique opportunity to interact with the Council principals and for the Council to disseminate key insights from its proprietary strategy research 3) A series of regionally-based Staff Briefings presenting results of proprietary strategy research 4) Assignment of short-answer custom research projects to Council staff without additional fees 5) Access to custom project library of proprietary research pieces completed for other members 6) Unlimited, unrestricted access to a password-protected web site, which contains archived research, online networking tools, decision-support tools and exportable graphics from our studies, slides and speech handouts. The period of performance is expected to be a year starting from date of award. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. However, any firm who believes they can provide the required services may submit a response, which if received 10 calendar days of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
