- NASA, Kennedy Space Center intends to negotiate a sole-source contract with Clinical Informatics Associates, Inc. (CIAi), 450 E 96th Street, Suite 500, Indianapolis IN 46240 pursuant to 10 U.S.C. 2304(c)(1), only one responsible source. NASA has entered into a memorandum of understanding with the Indian Health Service (HIS) to utilize the existing electronic health record functionality of the HIS health management software system. The HIS Resource and Patient Management System (RPMS) software suite was developed by CIAi and is identified as the VueCentric system. The VueCentric system was originally developed by CIAi for the Veteran?s Health Administration. CIAi has continued as the Sole Source vendor to implement and refine the HIS system. CIAi?s effort for NASA is in essence a follow-on contract for adaptation of a highly specialized system for NASA that CIAi previously developed and adapted for the Government. As both HIS and NASA develop upgrades to their respective systems, there will have to be a continuing commonality to assure compatibility and transparency of operations between the NASA and HIS systems. CIAi has the specialized knowledge, expertise, and infrastructure required to assure success. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. EST on June 14, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. The Government intends to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
