Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL), requires the construction and delivery of four (4) modified shipping containers for use at selected sites throughout the United States in support of Carbon Cycle Greenhouse Gas research. These modified freight containers will be used as portable research observatories. These observatories will house scientific instruments unattended at the base of tall towers. As such, the primary considerations are security and weather resistance. The vendor will procure new 20' freight containers. The vendor will perform all modifications to meet the specification list. The vendor is expected to have extensive experience in modification projects such as this (telecommunications, science, or similar) and provide a customer list and examples of previous work. CMDL will provide diagrams detailing the location and dimensions of modifications. The vendor is expected to provide all engineering and construction schematics. Delivery of completed observatory to 4 locations: Rowley IA, Fairchild WI, Beech Island SC, and Dahlen ND. Delivery of the first unit will be August 1, 2005 and subsequent units will be delivered with 60 days notice from CMDL. Specifications are as follows: A. Portable Research Observatory: 1) Standard 20’ container (20’ x 8’x 8’6”); 2) New Shipping Container; 3) Container is intended to house sensitive scientific instrumentation and must be weather tight; 4) Exterior Must be painted white or off white; 5) Interior walls framed and insulated to R-13 with 3/8” plywood substrate; 6) Tile or linoleum floor; 7) 12” x 36” exterior wall mounting plate; 8) Horizontally mounted unistrut installed 42” from floor for secure mounting of scientific instruments and gas cylinders; 9) Commercial grade HVAC unit; 2 ton 5 kw, wall mounted with duct system (see diagram for location); 10) 3 framed openings with watertight covers (18” H x 34” W); 11) Delivery to Rowley IA, Fairchild WI, Columbia SC, Dahlen ND (or similar); 12) Lock Box; and 13) Telephone (2 lines, one which is analog) and Ethernet (1 line) box mounted 36” from finished floors (see diagram for location). B. Electrical specifications are as follows: 1) Ceiling Fluorescent Lighting; 5 – 4 ' strips (see diagram); 2) Breaker box located on end wall at height > 54” from floor (see diagram); 3) 3 x 20 amp 2 pole breakers (220 V) (1 for HVAC); 4) 7 x 20 amp 1 pole breakers (110 V); 5) Wall Outlets (2-220 V, 7-110 V receptacle quads evenly spaced at a height of 46” from floor). Technical questions must be submitted in writing to the Contracting Officer by fax or by email. You may request a copy of requirement by email or fax. Quotes must be received on or before close of business June 24, 2005. Please include delivery schedule, business size, and Dun and Bradstreet Number. Vendors must also be registered with the Central Contractor Registry (CCR) at www.ccr.gov.
