- The Department of Energy, Oak Ridge Office (ORO) and the National Nuclear Security Administration???s (NNSA???s) Y-12 Site Office (YSO), is seeking qualified, interested firms to compete in a full and open competition for Protective Force Security Services in support of the Oak Ridge Reservation (ORR). The competition will result in the award of two contracts to one successful offeror. Please check the Source Evaluation Board???s website frequently for changes and updates to this procurement at http://www.oro.doe.gov/security_seb/ Once the statement of work for both ORO and YSO is finalized and approved, they will be posted in the ???Documents??? link of the website. The following information is provided as a general background to the ORR requirements: The DOE ORO and NNSA YSO require a contractor to perform protective force security services across the ORR. These services include: paramilitary protective force operations, the development and conduct of a Protective Force training program at the Central Training Facility (CTF), implementation of a Technical Surveillance Counter Measures (TSCM) Program, and technical advisory services. Protective force security services are required at the following facilities: East Tennessee Technology Park (ETTP), Oak Ridge National Laboratory (ORNL), Federal Building Complex, Office of Scientific and Technical Information, Office of Secure Transportation???s Maintenance Facility, American Museum of Science and Energy, other ORO facilities; Y-12; and the CTF. The services are required by federal law and DOE directives for the protection of special nuclear material and classified matter and must be provided in accordance with federal, state, and local statutes, DOE policies and directives. For services at Y-12 and the CTF, the contractor must also comply with NNSA policies and directives. The Source Evaluation Board anticipates a release of the Request for Proposal by mid July and a pre-proposal conference, site tour in late July, and contract award by early October. Full performance of protective force services will begin January 1, 2006.
