- The National Institute on Child Health and Human Development (NICHD) under the National Institutes of Health intends to solicit proposals under a 100% small business set-aside (NAICS code 541519 with a size standard of $21 million) to develop materials and outreach strategies for increasing Sudden Infant Death Syndrome (SIDS) awareness and risk reduction in American Indian (AI) and Alaska Native (AN) communities. This announcement is not a Request for Proposals (RFP). A NICHD work group has developed a communications outreach plan based on the "American Indian Infant Mortality: Community Driven Strategies Report". The contractor will convert and translate the information found in this report into culturally appropriate materials, training, and outreach plans for the most effective approaches to educate the region?s AI/AN communities about the SIDS. The work group?s focus is on five Indian Health Service Areas - Aberdeen, South Dakota; Alaska; Bemidji, Minnesota; Billings, Montana; and Portland, Oregon. Specifically, the contractor will 1) develop culturally appropriate materials that may be adapted and adopted for diverse AI/AN communities; 2) promote the NICHD CD Rom and SIDS risk reduction materials for AI/AN communities through administration of outreach efforts; 3) provide training on how to use the CD Rom and SIDS risk reduction materials to community organizations that service parents and other caregivers; and 4) develop a tracking component to capture AI/AN outreach efforts. The NICHD work group and partners will be involved throughout the performance of the contract and will continue to provide guidance and feedback. It is anticipated that one award of a cost-reimbursement, incrementally funded completion-type contract, with a period of performance of three-years, will result from the RFP. This announcement is not a Request for Proposals (RFP). The RFP will be available electronically through the website FedBizOpps (URL: http://www.fedbizopps.gov) on or about June 16, 2005. The Government does not intend to release hard copies of the RFP; therefore, Potential Offerors are responsible for downloading their own copy of the solicitation. The electronic RFP for this Solicitation will include all information required for submission of an Offeror?s proposal. It is anticipated that proposals will be due 30 days after issuance of the RFP.
