Description

The Bureau of International Labor Affairs (ILAB), and the International Child Labor Program (ICLP) with in United States Department of Labor (USDOL) intends to solicit a Sole Source award to University of Rome ?Tor Vergata? to provide the most up-to-date children?s work and child labor statistics for ILAB?s finding on the Worst forms of Child Labor 2005 report. The activities under this contract will be conducted by the Understanding Children?s Work (UCW) project. The UCW project, established in December of 2000, is guided by the Oslo Agenda for Action, unanimously adopted at the 1997 International Conference on Child Labor, which identified the crucial need for better information on child labor, its extent and nature, its causes and consequences, and the effectiveness of policies and programs addressing it. It also responds to the need articulated at the Oslo Conference to strengthen co-operation and co-ordination among the three partner agencies in the field on child labor. The period of performance of the proposed contract is anticipated to encompass 12 month period. A determination by the Government to open this requirement to competition, based upon written responses to this notice is solely within the discretion of the Government. The Government anticipates award cost reimbursement contract as a result of this notice using a combination of procedures in FAR Part 13 (Simplified Acquisition Procedures) and FAR Part 12 (Commercial Items). The NAICS code is 5141.
