- Description
- The FAA intends to competitively award a Cost Plus Fixed Fee contract for the requirement as listed in the attached Screening Information Request (SIR). The period of performance will run 12 months from date of award. The subject requirement is to further develop the EWIS Risk Analysis Tool (RAT) developed under FAA contract DTFA03-02-C-00012, which developed a tool to serve the aviation industry in the formulation of an Electrical Wire Interconnect System (EWIS) risk assessment. While the tool is still in its beta version it has shown to be helpful in the performance, understanding and standardization of an EWIS risk analysis for a Type Certificates (TC) or Supplemental Type Certificates (STC). The EWIS tool is composed of an EWIS database, EWIS failure and general information database, and a calculation and report generation module. The enhancement of this tool would help the understanding and standardization of EWIS risk analysis for Type Certificates (TC) and/or Supplemental Type Certificates (STC). The contractor shall provide all resources???personnel, technology, equipment, software, programming, etc???necessary to accomplish the deliverables in this statement of work. Offerors are required to submit their proposals in two separate volumes as follows: Part I - Technical Proposal - Original and two (2) copies to include all data and information required for evaluation, and exclude any reference to the pricing aspects of the offer. Part II - Cost Proposal - and two (2) copies to include completed solicitation documents. Section B - Schedule of Supplies/Services. Section K - Certifications/Representations, Business Declaration Form and other fill-ins are required. Care should be taken that all blocks are correctly checked and blanks completed, as applicable. A cost breakdown in support of Section B is also required. Offerors are required to submit the Cost Proposal (Part II) under separate cover and to insure that no pricing information is included in the Technical Proposal (Part I). In addition, the offeror shall complete, sign and date one (1) copy of the screening information request (SIR) and one (1) copy of Section K of the SIR and submit them along with two (2) copies with his cost proposal. Care should be taken to assure that all blocks are correctly checked and blanks completed, as applicable. PROPOSAL PRESENTATION Part I - The technical proposals shall be bound and the pages numbered. Part II - The cost proposals shall be indexed and all pages shall be numbered. SUBMITTAL INSTRUCTIONS Part I - Technical proposals The Technical Proposal (Part I) shall include information/documentation in sufficient detail to clearly identify the offeror's overall qualifications and be subdivided in the the following sections, in the order listed, and shall include the following information: Technical Proposal - the technical evaluation factors are: A. Technical merit B. Utility to the aviation community C. Technical risk and implementation risk and an effective risk mitigation plan for each D. Personnel, technology, equipment, software, programming capabilities E. Effective project management plan F.
