- To provide Contractor Field Team (CFT) Services to accomplish modification/maintenance/repair effort on-site at operational government locations, both in the CONUS and OCONUS. AFI 21-102, AFMCR 66-33 and AFMC FAR Sup 5392.5 establish policy and procedures for the utilization of CFT?s for maintenance and modification of all systems in the DOD inventory, such as, aircraft, aerospace equipment, communications, automatic data processing and cryptologic equipment, missile weapon systems and support equipment. The action contemplates exercising the fourth and final options of the four basic CFT contracts with DynCorp International (F34601-97-D-0422), Lear Siegler Services, Inc. (F34601-97-D-0423), L3-Vertex (F34601-97-D-0425), and Defense Support Services LLC (F34601-97-D-0424). Destination: Various Delivery: Oct 2005 ? Sep 2007 Qualification Requirements: Sources must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining further information on this requirement. The qualification requirements for this item were established prior to 19 Oct 1984 and the requirements of FAR 9.202(A) do not apply. Qualification requirements apply to line item(s) 0001. The approximate issue date of the notice will be 1 Jun 2005. The approximate response date of the solicitation will be 16 Jun 2005. The anticipated option exerecise date will be 30 Sep 2005. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. Note: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one or limited source(s) under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
