Description
This is a sources sought synopsis in order to determine if adequate competition can be obtained if a solicitation for described services is 100% set aside for small business. Funds are not currently available and no solicitation is being issued at t his time. All interested small businesses are encouraged to contact the Contracting Officer via email to include a capabilities statement not to exceed 3 pages in length demonstrating your experience with similar requirements. Reference your cage code. P hone calls will not be entertained. Current responsibilities of the installation 7ID staff and Fort Carson include normal day-to-day operations combined with a multitude of joint, coalition, and Army exercises, Combat Training Center rotations at both the National Training Center and the Joi nt Readiness Training Center, operational rotations/deployments in support of Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF) as well as rotations to Egypt and Southwest Asia, and Battle Command (digital) Training requirements. Addition ally, the 7ID and installation staffs must support Unit Set Fielding and Modularity conversion and modernization for the 3rd Armored Cavalry Regiment and 3rd Brigade, 4th Infantry Division (Mech) units in FY04-06. The resulting contract would require oper ational planning, program management and technical expertise for 7ID/Fort Carson organizations and activities as they plan, train, exercise, execute and assess their mission responsibilities and maintain supporting training infrastructures. Services prov ided will improve effectiveness in the planning, training, exercising, executing and assessment of the 7th Infantry Division and Fort Carsons mission and responsibilities. The scope of this contract includes support to the programs, projects, and process es employed by the 7th Infantry Division and Fort Carson to meet existing and future operational and contingency requirements. TECHNICAL SERVICES REQUIRED 1. Provide highly qualified personnel within stated functional domains who will perform under the indirect guidance of the 7ID and Fort Carson organizational leadership. Support subordinate units for integrating readiness and training efforts. 2. Actively assist in planning, training, exercising, executing and assessing the operational employment of forces and the conduct of stay-behind staff responsibilities. Personnel will be required to perform analytical and conceptual studies on readiness- related efforts, technologies and activities and other tasks required by the division's mission responsibilities. 3. Possess the necessary skills to effectively convey mission information through verbal/written communications and presentations. 4. Provide highly qualified and specialized personnel who have the requisite technical expertise and knowledge in the respective functional areas. Provide 7th Infantry Division staff with expertise in: training, resource expansion, program management, ope rational employment of ground forces, joint operations, intelligence, logistics, information technology, full spectrum operations, deliberate and contingency planning and supporting programs, combat readiness training and/or operational employment. requir ements, organizational structures, and/or at the direction of the NAICS Code is 541990 with a small business size standard of $6M. This project is estimated between $300,000-$500,000 per year. A performance period of one, base year with four possible option years is planned.
