Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-05-T-R025 is being issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitio n Circular 2001-24. CLIN 001 will be issued for one each Condition Based Maintenance Engineering Support (Engine Performance). The purpose of this effort is to investigate T700 series engine performance degradation on fielded engines in support of the Cond ition Based Maintenance (CBM) activity. The intent is to have GE engine performance engineers analyze data received from fielded systems. These services include data collection, engine performance trending and analysis for the T700 series engines, and cond ucting a survey of available engine health monitoring systems. GE is the only entity that can perform the above duties (and so accomplish the mission) in the necessary timeframe. This is because, as the original equipment manufacturer (OEM) of the T700 ser ies engines, they already have the performance analysis tools and skills needed to carry out this effort; these include engine diagnostic capabilities, the expertise to identify any data shortfalls and required performance parameters, and the expertise to provide a statistical basis for data requirements. See Numbered note 22. Therefore no competitive RFP will be issued. However any proposals submitted by interested parties will be considered up to June 10, 2005 noon, local time. Award is to be made to Gene ral Electric Innovations, Lynn, MA.
