- The following questions have been asked concerning the synopsis below: Question: XXXXXXXX is a small veteran owned business specializing in flat panel display monitor/system development and production. We have done similar projects directly for the US Navy and for military prime contractors. We do not have a facility clearance, but have people who have had clearances in the past. Are we automatically ruled out of participation in this solicitation? What can we do to get clearance? We would appreciate any help you can provide. Answer: It has been determined that a security clearance is not needed for this procurement.That requirement has been deleted from the synopsis below. Question: XXXXXXXXXX is a local Service Disabled Veteran Owned Small Business. We are very interested and qualified to fulfill this requirement.Would it be possible for us to meet with you this week to discuss this opportunity? Answer: One on one meetings with vendors will not be done. Question: XXXXXXX is interested in reviewing the solicitation N6339405R1272 when released. If you could, please direct me to the source of the 7623305 specifications for the WCC Keyboard & Matrix Display Panel, so that our engineers may begin the review of the requirements. I look forward to receiving the requested information. Answer: The specifications and drawings will be posted when the Solicitation is released. Synopsis The Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme CA, is soliciting proposals for the Design, test, and manufacture of a replacement Weapons Control Console (WCC) Keyboard & Matrix Display Panel according to the requirements of specification 7623305. The award of this procurement will be a hybrid Cost Plus Fixed Fee, Firm Fixed Price Contract. The contract type will be, Cost Plus Fixed Fee, Indefinite Delivery, Indefinite Quantity, and Firmed Fixed Price, Indefinite Delivery, Definite Quantity contract.The contractor shall 1) Participate in the engineering drawing guidance review which the Naval Surface Warfare Center Port Hueneme Division (NSWCPHD) will administer ; 2) Create a Technical Data Package Type 2D of Product Drawings and Associated List for the WCC Keyboard & Matrix Display Panel; 3) Conduct a Preliminary Design Review(PDR) at the contractors? facility; 4) Finalize the design and associated design documentation according to the results of the PDR; 5) Conduct a Critical Design Review (CDR) at the contractors? facility; 6) Perform a Reliability Prediction analysis of the WCC Keyboard & Matrix Display Panel, as defined in MIL-HDBK-217, parts stress Method; 7) Write the Acceptance Test Procedure (ATP) for the WCC Keyboard & Matrix Display Panel; 8) Write a First Article Test (FAT) procedure for the WCC Keyboard & Matrix Display Panel to qualify the panel according to the environmental requirements identified in specification 7623305; 9) Write the Production Lot Test (PLT) /Environmental Stress Screening (ESS) procedure for testing production units; 10) Build four (4) First Article WCC Keyboard & Matrix Display Panels; 11) Perform the First Article Test of the WCC Keyboard & Matrix Display Panel using the approved FAT Procedure; 12) Upon successful completion of first article environmental tests, manufacture production models of the WCC Keyboard & Matrix Display Panel according to the production options described in the contract line items; 13)Provide on-site technical support during shipboard proof-in of the WCC Keyboard & Matrix Display Panel; 14) Perform production lot testing of each production unit utilizing the approved PLT/ESS procedure. This solicitation will be 100% Small Business set aside. The Solicitation will be released on or about 6 June 2005. All responsible sources may submit an offer, which will be considered.
