- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote which shall be considered by FISC Norfolk Detachment Philadelphia. The Government will not pay for information received. RFQ N00140-05-Q-2654 anticipates award of a firm fixed-price purchase order. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-24 and DFARS Change Notice 20040625. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The Fleet Industrial Supply Center (FISC) Norfolk, Philadelphia Division Contracting Department requests responses from qualified sources capable of providing the following Contract Line Item Number (CLIN): CLIN 0001: twenty-four (24) Elliott 10-man Solas "B" life rafts, broken down into SubCLINs as follows: SubCLIN0001AA: eight (8) rafts to be delivered 01 September 2005, SubCLIN 0001AB: eight (8) rafts to be delivered 01 July 2006, and SubCLIN 0001AC: eight (8) rafts to be delivered 01 January 2007. The specifications are as follows: meets ISAF regulations for Cat I, have Polyurethane double tube structure, self-inflating orange canopy, integral boarding ramp, ISO9002 certification, composite inflation cylinder, cylindrical canister size of 42? height/23? diameter, and 160 lb. weight. All deliveries are to be FOB DESTINATION to USNA Small Craft Repair Department ? Naval Station Annapolis, ATTN: Tom Carr, 66 Halligan Rd, Annapolis, MD 21402-5062. The provision at 52.212-1, Instructions to Offerors ? Commercial Items, is applicable to this procurement. Offerors are advised to include a completed copy of the provisions at 52.212-3 ALT I, and 252.212-7000, Offeror Representations and Certifications ? Commercial Items, with their offer. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
