NAICS Code: 541710 AMENDMENT 1 TO REQUEST FOR QUOTE RFQ-RT-05-00285 The purpose of this amendment to the Pre-Solicitation Notice is to change the number of contracts that may be awarded under this Request for Quote. The revision is from 5 student contracts to "multiple student contracts." There are no other changes to the Pre-Solicitation Notice; the Government intends to post the details of this requirement to the EPA web page noted below no later than noon EDT, June 3, 2005. RFQ-RT-05-00285 PRE-SOLICITATION NOTICE FOR STUDENT/RECENT GRADUATE SERVICES CONTRACT FOR THE U.S. Environmental Protection Agency Office of Research and Development National Health and Environmental Effects Research Laboratory Gulf Ecology Division, Gulf Breeze, Florida Technical Support for the Gulf Ecology Division The Gulf Ecology Division (GED) of the National Health and Environmental Research Laboratory (NHEERL), Office of Research and Development (ORD) at the U.S. Environmental Protection Agency (EPA) is seeking five (5) recent graduates with a B.S. in biology, chemistry, ecology, environmental science, marine biology, zoology or a related field to provide services under a contractual agreement. Recent graduates (graduated within 24 months of the date of announcement) herein after are referred to as "student contractors." The primary work location is Gulf Ecology Division (GED), 1 Sabine Island Drive, Gulf Breeze, FL 32561; see GED's home page at http://www.epa.gov/ged/. The student contractors will provide technical assistance in all phases of research to determine the effects of anthropogenic pollutants on marine organisms. Work will be primarily performed in a laboratory but some field work may be required. Necessary instruction, training, and oversight will be provided by EPA scientists who will serve as mentors to the student contractors. Student contractors will primarily work in one of the following five research task areas: Coral Response to Global Climate Stressors task will provide technical support for research projects characterizing the effects of environmental stressors on reef-building corals and their dinoflagellate symbionts. Response of Coral Algae to UV and Temperature task will provide technical support for research projects characterizing the effects of climate change and related stressors on cultures of the symbiotic algae of coral (Symbiodinium sp.) and hard corals. Culture and Maintain Marine Organisms task will provide technical support for research projects developing toxicity test methods and determining the effects of various stressors on marine and estuarine animals, including fish and shellfish. Nutrient Data Analysis task will provide technical support for research examining nutrient load-seagrass loss relationships, factors that control seagrass responses to nutrients, and conditions which lead to the development and persistence of low dissolved oxygen (hypoxia). . PCR to Identify Algal Species task will provide technical support to research projects characterizing the effects of climate change stressors on reef-building corals and their dinoflagellate symbionts. This work is expected to begin approximately July 1, 2005, and terminate approximately June 30, 2006; the contract may be continued for an additional 12 months depending on availability of funds and performance of the contractor. It is anticipated that the student contractor will work an average of 40 hours per week. The hourly rate for this contract work is $14.20. Student contractors will be paid the basic hourly rate only for the number of hours worked and do not receive overtime premium for any hours worked beyond the 40-hour week. Student contractors do not accrue leave or holiday benefits and are not paid for any non-work days, regardless of the reason. The principal duty station location is the USEPA, 1 Sabine Island Drive, Gulf Breeze, Florida 32561. Work will be performed primarily in a laboratory. Student contractors who perform under contract for EPA may be required to undergo a FBI background investigation (name and fingerprint) and a suitability determination by EPA.
