Description
NASA/ARC has an on-going requirement for the purchase of high-density oligonucleotide microarrays and NPPOC chemical reagents (proprietary nucleotide chemicals) for their synthesis to be used in the Genome Research Facility at NASA Ames Research Center. NASA/ARC intends to purchase the items from NimbleGen Systems, Inc. of Madison, WI 53711, under the authority of FAR Part 13.501(a), for the acquisition of supplies and services determined to be reasonably available from only one source. The arrays are required to be used with the Ames lab?s NimbleGen Maskless Array Synthesizer (MAS) System, thus the arrays must be compatible with the existing array synthesis system. The synthesis apparatus is custom designed to accommodate only NimbleGen microarrays. The specifications of the oligonucleotide arrays are: (1) Individual size = 16 microns square; (2) 400,000 custom sequences per array as specified by NASA with an unlimited number of custom design formats; (3) Each array will be manufactured on a 1? x 3? glass slide; (4) The contractor will perform hybridization, scan, and preliminary analysis of results for each array. Background: In September 2002, NASA Ames publicized a sole source requirement for the purchase of a NimbleGen MAS System and oligonucleotide arrays. Based on previous purchases, we anticipate requiring approximately 200 arrays per year. Deliverables: The contractor will provide high density oligonucleotid arrays, customized by NASA Ames, on an as-needed basis. Period of Performance: NASA Ames intends to establish a Blanket Purchase Agreement with NimbleGen Systems, Inc. to provide the arrays as described above. The period of performance shall be five years. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 13, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
