Description
SUBJECT: Solicitation for U.S. Personal Service Contractor (PSC) for Senior Advisor for Alliance Development (GS-15 equivalent) in the Global Development Alliance Secretariat in Washington, D.C. Ladies/Gentlemen: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications (Standard Form 171 or Optional Form 612) from qualified U.S. Citizens interested in providing Personal Services Contract (PSC) services as described in the attached solicitation. Submittals shall be in accordance with the attached information at the place and time specified. Resumes may be attached to the SF-171 or OF-612. Applicants are required to sign the certification at the end of the SF-171 or OF-612. Incomplete or unsigned applications shall not be considered. Application forms, U.S. Government Standard Form (SF) 171 or Optional Form (OF) 612, can be located at http://www.usaid.gov/procurement_bus_opp/procurement/forms/ The U.S. mail system, courier, overnight mail services or hand delivery may be utilized. Applicants are responsible for submitting the SF 171 or OF 612, so as to reach the government office designated in the solicitation by the closing date and time specified in the solicitation, regardless of the method of submission. An application received after the closing date and time will be considered late, unless there is acceptable evidence to establish that it was received by the Government installation prior to the time and date specified in the solicitation. Final compensation will be based upon the candidate?s past salary, work history and educational background. Candidates who live outside the Washington, D.C. area will be considered for employment but no relocation expenses will be reimbursed. Sincerely, Jonathan Palmer Contracting Officer Overview The Global Development Alliance (GDA), a recent initiative of the U.S. Agency for International Development (USAID) has had considerable initial success in developing alliances between USAID and a large number of private businesses, foundations, NGOs and other groups. Increasingly, USAID field and Washington offices are seeking to meet their development objectives and deepen the impact of their activities by operating through public-private alliances. The GDA is seeking a candidate for U.S. Personal Service Contractor (USPSC) to serve as a Senior Advisor for Alliance Development to support USAID Washington and field offices. Domestic and international travel will be required. Scope of Work Primary Roles and Responsibilities The Senior Advisor for Alliance Development is responsible for: 1. Lead USAID to development and implement strategies for effective outreach to private corporations and other potential alliance partners which includes: Supporting USAID alliance goals and objectives through strategic outreach to corporations and foundations, personal contacts and networking. Identifying potential alliance partners and developing relationships that may lead to future alliances. Working with USAID alliance representatives to construct alliance deals Developing a keen understanding of the primary entities that shape the market in a developing country context and becoming knowledgeable about where financial resources can be leveraged. Developing alliances which access the International Financial Institutions. 2. Lead in selected public-private alliance formation which includes: Developing and/or applying appropriate risk assessment instruments to ensure that risk is shared appropriately. Conducting due diligence research on proposed partners. Working with USAID contracting officers to facilitate the formal agreement process. 3. Increase the capacity of USAID staff and partners to build and promote alliances which includes: Assisting in training USAID staff and partners in best practices for building and managing alliances. Training missions and other USAID offices on the growing significance of Corporate Social Responsibility (CSR) and building public-private alliance building. Leading USAID staff to develop systems to share contacts, tips, approaches and alliance activities in order to mitigate alliance building and management challenges faced by USAID staff. Creating and managing tools that recognize excellent alliance-building efforts at the mission, region and bureau levels. Salary: Commensurate with experience. Duration: July 25, 2005 ? December 31, 2006 (with 2, 1-Year options.) Supervisor: Global Development Alliance Secretariat Director Supervisory role: None Requirements and Evaluation Criteria 1. Education: Master?s degree or above in relevant field, including business, international relations or public administration. (10 points) 2. Knowledge and Experience: At least five to ten years of experience with private business or foundations and knowledge of their operations. (40 points) Demonstrated knowledge of international development assistance, preferably with knowledge of USAID health programs, general operations and alliances. (20 points) Must possess excellent negotiation, written and oral communication, and interpersonal skills. (10 points) Demonstrated knowledge of partnership formation involving private business, foundations, non-governmental organizations, or the public sector. (20 points) II. BENEFITS/ALLOWANCES: As a matter of policy, and as appropriate, a PSC is normally authorized the following benefits and allowances: A. Benefits: (1) Employee's FICA Contribution (2) Contribution toward Health & Life Insurance (3) Pay Comparability Adjustment (4) Eligibility for Worker's Compensation (5) Vacation & Sick Leave (only earned for actual work days) B. Allowances (If Applicable): (1) Post Differential (Chapter 500*) and (2) Danger Pay (Section 650*) * Dept. of State Standardized Regulations (DSSR) (Government Civilians Foreign Areas). C. Federal Taxes: USPSCs are not exempt from payment of Federal Income taxes. III. APPLYING: A. Qualified Individuals should note that: 1. The highest ranking applicants may be selected for an interview, but an interview is not always necessary. B.
