Description
P- High Frequency Single Side-Band Network The U.S. Customs and Border Protection intends to award a requirements type contract for the acquisition of additional High Frequency Single Side-band Network Systems (HF/SSB). The following instructions outline the minimum requirements to Rockwell Collins Government Systems, 400 Collins Road NE, Cedar Rapids, IA 52498 for the HF/SSB systems operating within the HF/SSB network. The proposed network must be capable of operating with existing CBP HF/SSB voice operated signal-to-noise squelch, voice only equipment that is composed of HF/SSB radios of various styles and manufacturers. Due to the tactical nature of CBP operations, a voice privacy unit for unclassified, sensitive traffic and a Government furnished COMSEC unit for classified traffic protects the voice communications. Due to the large number of systems in service in the network at this time, significant importance will be placed on the degree to which the offerors systems can perform within the existing network. Because of the urgency of the requirement and the fact that law enforcement officers operate the equipment, rather than by radio operators, link reliability, automation, user friendliness, network expansion, capability, history of field usage, documentation, and delivery are considered to be of paramount importance. For this reason, only radios, automatic controllers, and voice privacy units with a production history will be considered. The network shall consist of the following systems: Fixed Station (FS) Fixed Station Transmitter Selector (FSTS) System Remote Command & Control (RCC) Telephone to Radio Interface Communications System (TRICS) Secure Link Interface Communications (SLIC) Public Switched Telephone Network RCC (PSTN-RCC) RCC Interface System (RCC-IS) Marine and Airborne Mobile (MOBILE) Tracking and Communication System (TRACS) Transportable Vehicular Mounted Systems HF Cellular System Network Activity System (NAS) The contract period of performance is from 10-01-05 through 09-30-06 with the possibility of 4 option years.
