Description
The Delegation of Poland to NATO intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the procurement of a new maintenance hangar with general maintenance workshops and aircraft maintenance apron at Miroslawiec Airfield. The estimated value of this procurement is 19,500,000 PLN ($5.7 million USD). The Republic of Poland is the Host Nation for this project, which has been fully authorized by the NATO Infrastructure Committee. The project will be handled under the one-step procedure compliant with AC/4-D/2261 Procedures for International Competitive Bidding (1996 Edition). The reference of the Invitation for International Bid (IFIB/IFB) to be issued is ICB-09-2005-AF and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the reference of ICB-POLAND-09-2005-AF. SCOPE OF PROJECT The project, which will provide a new maintenance hangar, general maintenance workshops, and aircraft maintenance apron at Miroslawiec airfield, will include the following: - main hangar bay for four combat aircraft of steel structure with light type enclosure (lower part of walls is made of bricks); - annexes: workshop, office and social rooms of traditional structure; - internal installations: central heating system and technological heat system with a built-in boiler house and heating oil tank, mechanical ventilation system, cold and hot water systems and sewerage system, compressed air system, fire protection installation, electrical installations, telecommunications installations, and signaling installation, with fire alarm and CO detecting, lightning protection installation, and aircraft grounding; - external tanks and fire protection water pumping station, tank for foam wastes, water supply system and sewage networks; - power supply systems, self-contained transformer station, emergency self-contained electric power generator, telecommunication networks; - access roads of concrete cubes, access to the heating oil tank made of concrete, sidewalks; - provide repair apron (maintenance apron), including area leveling with earth embankment demolition and transporting of the earth, construction of the maintenance apron of concrete structure, construction of the sidewalk, access to the separator, earth shoulders configuration, day marking, platform lighting, providing aircraft technological grounding, removal of telecommunications cable, surface drainage system; The procurement shall comprise the following projects: 2AF 15054 - Maintenance apron 2AF 15060 - Provide maintenance hangar 2AF 15063 - Provide general maintenance workshops DELIVERY SPECIFICATIONS The bidding procedure, excluding the Declaration of Eligibility, shall be conducted in the Polish language, and the Polish language shall be the contract language. Bid bond in the amount of 2% of the total project value. Performance bond of the contract will be in the amount of 5% of the offer value. ELIGIBLITY Interested firms must be introduced by their Diplomatic Representative in Warsaw (U.S. Embassy) or their NATO National Delegations by means of a Declaration of Eligibility as defined in AC/4-D/2261 Procedures for International Competitive Bidding (1996 Edition). The U.S. Embassy in Warsaw must submit this Declaration of Eligibility (nomination letter) to the Delegation of Poland no later than July 6, 2005. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. The Host Nation (Republic of Poland) may also check the general technical and financial credibility and references by using the FIDIC Standard Prequalification Questionnaire. Responses not submitted by a firm on the above-mentioned questionnaire or failure to answer any question or providing insufficient answers may lead to elimination of the competing company. Only eligible companies with similar project experience may participate in the bid. Successful completion of certificates for similar projects issued by the relevant authorities must be enclosed. A lack of these certificates could lead to elimination of the applying company. All companies that qualify shall receive Cahier Des Charges upon transferring a Cahier Des Charges Security in the amount of PLN 20,000 to the procuring entity bank account number relevantly to instructions that shall be provided in a written form to all pre-qualified companies. All firms receiving the Cahier des Charges must return the complete Cahier des Charges to the Polish issuing authority, regardless of the results of the bidding; otherwise, it will not receive financial reimbursement for the Cahier Des Charges Security. While reimbursing the Cahier Des Charges Security, the Procuring Entity shall deduct all costs related by providing one single copy of the entire set of the Cahier Des Charges. Security classification: NATO RESTRICTED. IMPORTANT DEADLINES Final date for U.S. Embassy in Warsaw to submit a Declaration of Eligibility (nomination letter) on your behalf: July 6, 2005 The Invitation for International Bidding (IFIB/IFB) will be forwarded to those on the Bidder List (distribution of the Cahier des Charges): August 22, 2005 Expected date of submitting offers in the Polish language: October 5, 2005 Expected date of bidder selection: January 2, 2006 Expected date of performance: February 1, 2006 with work completed 18 months from the contract signing date. Please note that the bid may be cancelled with no reimbursement to the bidders for expenses occurred. Please also note that the above-mentioned dates may be subject do change. CERTIFICATION ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO QUALIFY TO BID FOR THIS PROCUREMENT. THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. The contracting entity is the Polish Ministry of National Defense. However, only firms that the U.S. Department of Commerce has certified as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Embassy in Warsaw, which will in turn provide the Declaration of Eligibility to the contracting entity.
