Description
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, Maryland, intends to negotiate on a noncompetitive basis with Information Analysis Inc. (IAI) of Fairfax, Virginia, to manage and assist in the execution of the Aviation Services Branch?s (ASB), Planning, Programming, Budgeting, and Execution System (PPBES). IAI has developed the knowledge, processes, and documentation templates to provide the needed assistance within the time frame required. The project review is on a very compressed time schedule from NOAA and IAI processes the knowledge and personnel to produce the necessary documentation in a timely manner. IAI has developed a unique management and program tracking process and structured the entire PPBES process for Aviation Weather. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements to include: provide program management expertise to NOAA that will integrate the diverse activities of this complex multi agency program to develop budgets, schedules and requirements documentation specify the needed performance of the system; develop the program planning and scheduling data needed to effectively run the program; prepare all the documentation necessary to consolidate, delineate and coordinate the requirements of the program. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after this publication to this synopsis. This requirement is being done as a simplified acquisition.
