Notice of Intent to Conduct a Sole Item/Sole Source Procurement DE-AC52-05NA26522 KN203FAB/Omni 4 Night Vision Optics w/ Dovetail The US DOE National Nuclear Security Administration (NNSA) Service Center intends to procure, on a sole item/sole source basis, KN203FAB/Omni 4 Night Vision Optics (Mil Spec) units w/ Dovetail , from SPA-Simrad Inc., 3409 NW 9th Ave. STE 1104, Fort Lauderdale, FL 33309-9594 under GSA Schedule GS-07F-5566P, SIN Category 426 to satisfy the critical mission requirements of the NNSA Office of Secure Transportation (OST). NNSA OST has determined that KN203FAB/Omni 4 Night Vision Optics is the only item capable of meeting NNSA OST mission requirements and the SPA-Simrad Company is the only firm capable of providing approximately 100 each of the items within the required delivery schedule with additional quantities for the following 4 years. This procurement is a Small Business Set-Aside, and SPA Simrad is a Small Business under North American Industrial Classification System Code 3342900, with a size standard of 1000 employees. The NNSA decision to select the KN203FAB/Omni 4 is based on testing of equipment procured by Sandia National Laboratories and tested by Special Response Team Precision Rifle Forward observer teams. Multiple weapons systems were tested and, KN203FAB/Omni 4 was chosen based on documented test results. The testing consisted of transition drills where the tester transitioned from daytime to nighttime configuration and facial recognition of test objects at varying distances. Testing was also based on (1) Clarity of optics, (2) ease of operation (3) Adaptability to equipment (4) Durability (5) Weight/balance (6) transition time (7) Accuracy (8) Distance and (9) Suitability to operational environment. Test Coordinator???s check sheet added further evaluation information based on documentation for: (1) Baseline Accuracy of Weapons (2) Ease of Repairs/Time (3) Accuracy of each system (4) Number of failures (5) Opportunity to document Observations Recommendations/Comments. Item: The Simrad KN203FAB image intensifiers are add-on units providing a night time capability to optical day sights. The Simrad unit offers the following features and characteristics: ?? The day and night vision image is viewed through a single eyepiece. ?? Butler Creek Beam Splitter, flip-up cover ?? Male and Female Dovetail style Mounting Hardware ensure the Simrad KN203FAB is secured and in line with the ???unit???s zero???. ?? Male Dovetail manufactured to fit KMC 30MM fixed scope rings ?? Unit will operate accurately in a wide temperature range between ???40 degrees F to 156 degrees F ?? Unit will operate accurately up to 40,000 feet ?? Unit will operate accurately immersed up to 66 feet ?? Power source consists of 2 X 1.5 Volt, will provide 80 hours of continuous use at 70 degrees F. ?? Will accept both Lithium and Alkaline batteries. ?? Easily assessable battery compartment. ?? Field adjustable boresight (FAB), will adjusts ?? MOA ?? Focusing Wheel: 25M to Infinity ?? Magnification: 1X ?? Objective Lens: 100mm diameter aperture ?? Front Stray Light Shield: Interchangeable with all other sizes including 38mm-56mm (with the use of adapter). ?? On/Off Switch: AKA Manual Gain Control (MGC) allows amplification of light 15,000 times to 60,000 times. ?? Field of View: 10 degrees ?? Weight: 3.5 lbs. ?? Dimensions (WxHxL): 5 x 7.5 x 8.6 in. ?? Storing Temperature: -40 degrees F to 171 degrees F. Accordingly, the NNSA Service Center intends to conduct this sole-item/sole-source procurement under authority of Federal Acquisition Regulation (FAR) 6.302-1 and no other items or sources will be considered. A public solicitation will not be available. This notice satisfies the requirements of FAR Part 5.
