Description
SOURCES SOUGHT The U.S. Department of Health and Human Services/ACF/ACYF/ Head Start Bureau, is seeking capability statements from organization?s with the core capability to provide oversight and management of Head Start programs on an interim basis in accordance with the Head Start Act. The services provided under this contract will permit ACF/HSB to continue to provide services in communities with little or no disruption to children, families, staff and the community upon termination or relinquishment of a Head Star grant. The impact of this award is national in scope --in all states, as well as for the District of Columbia, American Indian programs, Native Alaskan programs, Migrant Head Start programs and others in Puerto Rico and the U.S. Trust Territories. The new organization is expected to partner with the Head Start Bureau and Regional Offices to provide oversight and ongoing management of a Head Start program until a replacement grantee is selected. Please note that failure to specifically address each of the items below in your capability statement may affect further consideration of your capability statement. The capability statement shall be in sufficient enough detail so that the Government can determine the capability of your firm. The capability statement must specifically address ALL of the following information; otherwise no further evaluation of your capability statement will be performed. 1. Does your organization have the corporate capacity to serve as an interim management agent for a contract of this size and scope in managing 20 program sites simultaneously nationwide as well as the District of Columbia, American Indian programs, Native Alaskan programs, Migrant Head Start programs, and others in Puerto Rico and the U.S. Trust Territories? 2. Describe your past performance with contracts of this size and scope in serving as an interim management agent. 3. What past or current experience does your organization have in oversight and management of interim management contracts at distant sites? 4. Does your organization have the ability to monitor performance of approximately 20 simultaneous contract sites with an operating budget of more than $1,000,000 per site? 5. What types of past or current experience does your organization have in providing services to Head Start and Early Head Start programs or other early childhood programs serving from birth to five populations? 6. Does your organization have the fiscal systems, financial capacity and organizational capacity to operate a program of this size and scope? 7. Does your organization have the capacity and ability to maintain payroll and employee benefits, monitor accounting, accounts payables, accounts receivables, and procurement procedures in accordance with federal regulations across multiple states? 8. What is your experience in providing nutritious meals and snacks to children in accordance with federal regulations and administering the CACFP meals program in accordance with USDA guidelines? 9. Does your organization have the capacity to ensure all facilities are licensed in accordance with state and federal regulations? 10. Does your organization have the capacity to carry such functions as the maintenance of fidelity bonds and insurance for property, equipment, accident, liability and transportation? 11. What experience does your organization have in interacting and negotiating with labor unions? 12. What types of past or current experience does your organization have in the ability to maintain Head Start program operations in multiple locations nationwide and ensure continuous services are provided with no disruption to children and families? 13. Does your company have any experience performing the day-to-day onsite management of numerous properties/facilities? 14. Does your company have the ability to assemble a team of highly skilled and experienced managers to conduct day-to-day onsite management within 48 hours of notice in any state, as well as the District of Columbia, American Indian programs, Native Alaskan programs, Migrant Head Start programs, and others in Puerto Rico and the U.S. Trust Territories? 15. Does your company have experience transitioning the day-to-day activities of on-site facility/property management and preparing a transition plan? 16. Does your organization have the technology capability to support the development and ongoing maintenance of a current, multi-user database to track and monitor the operations of this contract? This contract will support one aspect of the White House initiative and priorities for ensuring high quality Head Start programs nationwide. The anticipated period of performance for this contract is undetermined.
