Description

U.S. Army Space Command intends to issue a contract to Vexcel Corporation, Boulder, CO through solicitation no. W91260-05-T-0005 pusuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitions. Vexcel Corporation will be providin g and installing software upgrades and training for the EV-2 System for SMDC/ARSTRAT, Peterson AFB Colorado. The required software upgrades and training consists of one (1) each CCD Map/Software license upgrade to the existing Eagle Vision-2 computer. The upgrade solution shall be a complete, fully operational, highly automated software suite that easily integrates into the existing EV-2 system to include the following: (1) CCDMap Processing System for SAR Coherent change Detection Capability, (2) Standing Order software licenses, (3) Phase Synthetic Aperture Radar (SAR) interferometry, (4) single seat license, (5) installation/integration into EV2 , (6) installation/training at EV2 site of one person for a period of five days, (7) Five day training class for up to five analysts at Vexcel Corporation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-03. The proposed contract action is for software upgrades and training for which the Government intends to solicit and neg otiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. Vexcel Corporation designed and installed the direct downlink feature currently used within Eagle Vi sion by the Combat Exploitation Team and is the sole proprietor/manufacturer of this unique software tool set. Vexcel Corporation maintains a training staff that can be deployed worldwide to assist in analyst training and certification. A justification fo r Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212- 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
