- The Marine Corps System Command has a requirement to purchase up to 69 Kawasaki Military Motorcycles, Model KLR 650. This procurement is 100% set-aside for small business concerns for a commercial item in accordance with Federal Acquisition Regulation, Part 2.1. DPAS Rating is: DO. The NAICS code for this procurement is 336991. This is a combined synopsis/solicitation for commercial items is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. FAR 13 applies. The solicitation number is M67854-05-R-5117. This announcement constitutes the only solicitation. The subject Request for Proposals (RFPs) incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-03 and Defense Acquisition Circular 91-13. Purchase Description: Must be capable of operating over improved roads and cross-country terrain while transporting forward observers, military police, reconnaissance personnel, and light cargo not to exceed fifty (50) pounds. The motorcycles shall be painted to provided a non-reflective surface. The topcoat shall be either a lusterless Green, or Tan per QPL-46168. The paint shall be of alkyd composition, and shall be applied to all metallic components, with the exception of any heat dissipating surface including but not limited to the engine, transmission, oil cooler and radiator (if so equipped). All plastic or non-metallic components including but not limited to fuel tanks, light assembly cowlings, mudguards, and side panels shall also be painted in a lusterless green or tan. Excluded from this requirement are all rubber components. Unless manufactured with a black heat resistant finish, all heat dissipating surfaces shall be painted with a lusterless black heat res! istant paint. . All hardware not painted shall be treated to prevent reflectivity. The motorcycle shall have the following characteristics: Curb weight (defined as the weight of the motorcycle with all attachments, accessories, equipment, and liquids), shall not exceed three hundred ninety seven (397) pounds. Gross Vehicle Weight (GVW), defined as curb weight plus 50 pounds of cargo and a 195 pound operator), shall not exceed six hundred forty two (642) pounds. The frame shall be capable of accepting the attachment of required auxiliary equipment. Auxiliary equipment shall be installed so as not to adversely affect handling. The frame shall be a welded steel frame with a removable rear section. It shall be commensurate with the vehicle?s GVW. The motorcycle shall have a skid plate installed for engine and transmission protection during cross-country use. The rims furnished shall be capable of withstanding heavy usage commensurate with cross- country use through terr! ain varying from beaches, deserts, and woodlands. The motorcycle shall be equipped with tires which will enable the vehicle to operate with no loss of control on hard surface roads, and which will provide sufficient traction when operating in sand, mud, and desert terrain. Heavy-duty tire tubes shall also be provided. The transmission shall employ a 5 speed, constant mesh; return shift transmission of the manufacturer?s standard type. The final drive shall be a self lubricated, sealed, O-Ring, roller chain type. The brake system shall employ a front (hydraulic disc) and rear (hydraulic disc) system that is capable of stopping at all operating speeds an in all climatic conditions on wet or dry surfaces. The brakes shall control and hold the motorcycle on a 60% downgrade and upgrade when loaded to its GVW. The brakes shall meet the performance requirements as specified in SAE J109, Service Brake System Performance for Motorcycles. All brake lining material shall be sp! ecified in the Friction Material Standards Institute publish the FMSI Automotive Data Book. The starting system shall be the manufacturer?s standard for the type of motorcycle, and also be capable of being started by pushing as an alternative means in the event that the primary means of starting fails and/or becomes inoperable. The ignition system shall have a waterproof, maintenance free, breaker less magneto-type ignition system that operates independently of a battery. An emergency ignition shut-off switch shall be provided near the right side handle grip and located such that it is operable without removing the hand from the handgrip. All ignition locks shall be identically keyed the same, one key permanently attached to the ignition. The motorcycle shall be equipped with a spark arrestor, which conforms to the requirements of the United States Department of Agriculture Spark Arrestor Guide. The spark arrestor is located to prevent burning, charring, or damaging theelectrical wiring, fuel system, or any other combustible part of the motorcycle and shall meet all requirements of the Environmental Protection Agency?s Certification and Test Procedures for New Motorcycles- Emission Regulations and Appendices. The noise level measured at fifty (50) feet shall be below 83 db as specified in Sect 5.3 of MIL-STD-1474B, Noise Limits for Army Vehicles, dated 20 April 1984. The motorcycle shall be equipped with a combination tail light/stop light and head light with high and low beam. Lamps shall be vibration resistant. The lighting system shall include one rear composite blackout tail/stop light, one front blackout driving light and one front blackout marker light. All black out lights shall conform to Section 4.5 of MIL-STD-1179D, Lamps, Reflectors and Associated Signaling Equipment for Military Vehicles, dated 7 July 1988. A light kill switch shall be incorporated which, when activated shall remove power from all lights except engine wa! rning lights and blackout lighting when in the blackout mode. Operation of the light kill switch shall not affect the ignition system or operation of the engine. The motorcycle shall be equipped with rubber-mounted turn signals in the front and rear of the motorcycle. The fuel tank shall hold three (3) gallons of fuel, shall be constructed of a molded plastic, and shall be opaque in order for the operator to view the fuel level in the tank. The tank shall employ a vented, leak proof gas cap. The motorcycle shall be equipped with two mirrors, which have no exposed shiny metal. One mirror shall be installed on the left hand side of the handlebars, and one mirror shall be installed on the right hand side of the handlebars, to provide vision to the rear on both sides of the motorcycle. The motorcycle shall be equipped with a speedometer, odometer, and trip odometer. The speedometer shall be marked in miles per hour and kilometers per hour, and the odometer and trip metershall be marked in miles. A tool set capable of performing all required operator maintenance shall be provided with each. The motorcycle shall be capable of fording hard bottom water crossing at least eighteen (18) inches in depth. Fording shall not require prior preparation or after fording maintenance. The motorcycle shall have a ground clearance of ten and one half (101/2) inches. The motorcycle shall be equipped with a kickstand capable of supporting its weight with all auxiliary equipment attached. The motorcycle shall be equipped with the manufacturer?s standard motorcycle horn. The motorcycle shall be equipped with a detachable document carrying case fourteen (14) inches by eleven (11) inches, capable of protecting the contents against weather and travel conditions and one per four motorcycles. A camouflage canvas extended operation seat or second seat capable of transporting an additional person for short distances in emergency shall be provided for each moto! rcycle. A rack capable of transporting up to fifty (50) pounds of equipment or cargo shall be provided. Each motorcycle shall have two helmets, one size medium and one size large, over packed. Helmets shall be the color of lusterless green and shall meet SNELL 95 standards. Each motorcycle shall come with two sets of kneepads, elbow pads, and two sets of goggles, over packed. When palletized the motorcycle shall be transportable by highway, sea, rail and air. All lifting and tie down provisions shall conform to the requirements for Type II equipment as defined in MIL-STD-209G, Slinging and Tie Down Procedures for lifting and Tying Down Military Equipment, dated 4 October 1986. Verification: Unless otherwise specified, the offeror is responsible for the execution of all inspections and certifications related to conformance and performance of the Motorcycle and all components. The offeror shall provide evidence of, and warrant conformance and compliance with, applicable standards and practices. The government reserves the right to validate conformance through independent analyses, inspections and/or testing should such action be deemed necessary. Packaging: Best commercial practices. Commercial Warranty: The Motorcycles shall be warranted to comply with the performance criteria established as a result of this specification as incorporated into the offeror's conforming product. Any additional warranty provisions or exclusions shall be clearly stated in the offerors' proposal submission. The Government anticipates issuing an Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) commercial contract to the successful offeror. Quantities and period of performance are as follows: Maximum ordering period 60 months. Within the period of performance, the Government shall purchase a minimum quantity of 5 units up to a maximum quantity of 69 units. The Motorcycles will be shipped F.O.B. destination to Albany GA. CLIN 0001, Base Year, Qty 1-69. Option CLIN 0101, Qty 1-69. Option CLIN 0102 Qty 1-69. Option CLIN 0103 Qty 1-69. Option 0104 Qty 1-69. The delivery date is 60 days after receipt of order (A! RO);. Offerors may propose stepladder quantity pricing (e.g., 1 - 10, $xx; 11 - 20, $xx). However, the price will be evaluated on a quantity of 10. Federal Acquisition Regulation-52.212-1, Instructions to Offerors - Commercial Items, (Jan 2004): Multiple Offers are discouraged. Offerors shall submit a combined technical/business proposal. An original and one (1) copy of the proposal is required and can be submitted via CD ROM. Proposals shall be prepared using "Arial" or "Times New Roman" 11-point font style on 8 1/2 x 11 inch white paper. Tables and illustrations may use a reduced font style, not less than 8 points. Foldouts are not allowed. All material submitted may be single-spaced. Offerors should ensure that each page provides identification of the submitting Offeror in the header or footer. Page count for the combined technical/business proposal shall not exceed 35 total pages, inclusive of product literature. NOTE: Offerors are advised that proposals sent by conventional US Mail service are not routed directly to the above address. FAR 52.212-2 Evaluation-Commercial Items (Jan 1999). Evaluation Factors: Operational Effectiveness - Describe your ability to currently meet the performance requirements stated in the purchase description. Ensure that your stated response addresses overall product compatibility, as well as any additional parameters not specifically cited in the purchase description. Address any specific commercial or extended warranty provisions for the resulting product. Delivery Schedule: Provide your delivery schedule to meet this requirement. Supportability: Key supportability issues to address include durability, technical data, and warranty. Past Performance - Provide specific examples of favorable recent past performance that illustrates evidence of your ability to produce, deliver, andwarrant your product. Ensure the past performance information includes names of technical and contracting officials, telephone numbers, addresses, e-mail, name of the product purchased, quantities, dates of the resulting contract, contract value, contract number and a description of the items procured. Relative Order of Importance: (i) Operational Effectiveness - Most important. (ii) Delivery Schedule- Next order of importance (iii) Supportability- Next order of importance (iv) Past Performance - Less important. Price - Evaluated, but not rated. Award shall be made to the offeror whose proposal presents the best value to the government. In making its "Best Value" determination, the Government will consider Operational Effectiveness, Supportability, Delivery Schedule, and Past Performance to be of significantly greater importance than evaluated price. However, the importance of price as a factor in the final determination will increase with the degree of equality in t! he overall merits of the proposals. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations. FAR Clauses: 52.212-3, Offeror Representations and Certifications, (Beginning January 1, 2005, the Federal Acquisition Regulation (FAR) will require the use of the Online Representations and Certifications Application (ORCA) in Federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations.
