NAICS Code: 541710 THIS IS A PRE-SOLICITATION SYNOPSIS FOR STUDENT LABORATORY SERVICES TO BE HIRED ON A CONTRACT BASIS BY THE US ENVIRONMENTAL PROTECTION AGENCY. The solicitation number is ORDPS/XMWF07 (RFQ-RT-05-00297). The Western Ecology Division (WED) of the National Health and Environmental Effects Research Laboratory (NHEERL), Office of Research and Development (ORD) at the U.S. Environmental Protection Agency (EPA) is seeking a recent PhD student to provide services under a contractual agreement to assist with statistical analyses of aquatic resource monitoring data. The student contractor must be at least 18 years of age, pursuing a doctoral degree in statistics or a related field. The preferred student will have had training and/or experience in statistical survey design and analysis applied to aquatic resources. The student also will have training and/or experience in using R statistical software. The student will be given needed safety training at WED. The contractor shall conduct statistical analyses of data from Environmental Monitoring and Assessment Program (EMAP) West and other Regional EMAP studies. These analyses will include population estimation based on probability survey designs. R will be the principle statistical software used in conjunction with the psurvey.analysis library developed by Aquatic Monitoring and Bio-assessment Branch (AMBB). Other analyses will include studying associations between indicators of aquatic condition and stressors to streams and rivers. This will include estimating relative risks as well as statistical associations developed through regression or other techniques. The student contractor shall participate in the development of EMAP West statistical summary and assessment report during the first 6 months. Subsequently, the student contractor shall co-lead the development of similar statistical summaries and assessments for EPA Region 9, California, Nevada, and Arizona. All necessary equipment, instructions and training will be provided by Dr. Anthony Olsen (olsen.tony@epa.gov) who will also serve as the student mentor. This work is to begin approximately late July to early August 2005and will last one year. An option exists for an additional year. The total period of performance will not exceed 24 months. It is anticipated that the student contractor will work about 40 hours per week with the majority of work being Monday through Friday of each week during normal operating hours. The initial contract will be for one year and represent an estimate of 1,900 hours of effort. Work will be performed principally in an office setting with a duty location of 200 SW 35th Street, Corvallis, OR 97333 for the first 6 months and EPA Region 9, 75 Hawthorne St, San Francisco, CA 94105 for the second 6 months and during the option period, if exercised.
