- This is a notice RE: pending Standing Quote Agreement for the period date of award thru November 30, 2005. Item for bid will be as follows: NSN 8340-00-102-6370 NFES 0070 FLY, TENT, NYLON, POLYURETHANE COATED: Shall be in accordance with Forest Service Interim Specification 5100-0031D dated March, 1996, and Drawing MEDC 724A dated March 1997. The tent fly shall have the following characteristics: Type I - 16 ft. x 24 ft. (Oxford Nylon) with Carrying Case Color - Yellow First article sample(s) are required. EXCEPTIONS TO 5100-0031D: 1. Delete paragraph 3.1 and substitute the following: 3.1 First article. Unless otherwise specified (see 6.2), the item shall be subjected to first article inspection (see 6.4) in accordance with 4.3.1. During the term of the contract the contractor shall be required to notify the contracting officer in writing when a component, or the component supplier, changes in any way; when a major manufacturing process changes in any way; and when a manufacturing location changes. The contracting officer may at any time require the contractor to submit a new first article sample when substantive changes occur during the term of the contract. 2. Table I, Uncoated Weight for Ripstop, delete "3.1" and replace with "2.1". 3. Paragraph 3.2.2, Cloth, duck, nylon (polyurethane coated). Delete the entire paragraph and and replace with the following: ?3.2.2 Cloth, carrying case. The carrying case cloth shall meet the following requirements and the requirements of table IA. 3.2.2.1 Yarn. The yarn shall be continuous filament, nominal 1000 denier, producer bulked nylon for both warp and filling when tested as specified in 4.2.3. 3.2.2.2 Color. The color shall be as bright red, and shall match the standard sample (see 6.3). 3.2.2.4 Weave. The weave for the cloth shall be plain, one up and one down. Table IA. Unless otherwise specified, Certificates of Conformance backed by test results are acceptable in lieu of lot-by-lot testing. Tests used for verification shall be recognized, repeatable test methods.? 4. Paragraph 3.2.5, Thread, polyester. Delete the entire paragraph and and replace with the following: "3.2.5 Thread, nylon. The thread shall conform to type II. class A of V-T-295. Thread size for sewing the type I tent fly and carrying case shall be F and for the type II tent fly, E. The color shall be natural for the type I tent fly, and black for the type II tent fly." 5. Paragraph 3.2.6, second sentence, delete and replace with the following: "The size for all locations for the type I tent fly shall be No. 4." Third sentence, delete and replace with the following: ?The size shall be No. 0 for the type II tent fly and No. 1 for the type I carrying case.? 6. Paragraph 3.3.1, Stitches, seams and stitchings. Delete the entire paragraph and and replace with the following: "3.3.1 Stitches, seams and stitchings. All stitching shall conform to type 301 of ASTM D 6193, 6-8 stitches per inch." In order to provide clarification to the sampling and inspection procedures as outlined within the referenced Forest Service specification and the industry standard cited therein (ANSI/ASQ Z1.4-2003), the following exceptions shall be incorporated. All references to "defect" (or "defects") shall be deleted and the term "nonconformity" (or "nonconformities") shall be substituted in its place. Similarly, all references to "percent defective" shall be changed to "percent nonconforming" and the phrase "defects per hundred units" shall be changed to "nonconformities per hundred units." The term "rejection" shall be changed to "nonacceptance" when it refers to a result of following the specified procedure. INFORMATION FOR PROSPECTIVE BIDDERS: As an exception to specific statements contained within the referenced Forest Service specification, the following items shall be furnished only to successful bidders upon contract award: color shade samples, full-size drawings and full-size patterns. For bidding purposes, 11" X 17" drawings will be furnished upon request. They will contain sufficient information regarding size, shape, and quantity of material for bidding purposes. Note it is the bidder's responsibility to determine yield and waste from the provided 11" X 17" drawings and no further direction or clarification will be provided by the government. EXCEPTIONS TO MEDC DRAWING 724A: 1. Sheet 1, Material List, item 5, delete ?2 &?. 2. Sheet 1, Material List, items 6 and 7, delete description and replace with the following: "Manila rope size 3/4 inch circumference (approximately 1/4 inch diameter), see para. 3.2.9." 3. Sheet 1, Note 7, delete and replace with the following: "NOTE 7. Ridge reinforcement. The ridge reinforcement shall be cut from no more than two pieces of material with no piece less than 30 inches long." 4. Sheet 1, delete Note 11 without replacement. 5. Sheet 1, add the following note: "NOTE 13. Overall dimension tolerance. The overall finished fly shall be 16 feet, plus 3 inches or minus 0, by 24 feet, plus or minus 2 inches." 6. Sheet 1, add the following note: "NOTE 14. The guy and eave line rope shall size 3/4 inch circumference (approximately 1/4 inch diameter). The manila rope ends shall be zig-zag stitched at 8 to 12 stitches per inch, or hand stitched, for a distance of 1-1/2 inches from each end, or each end shall be wire clipped." 7. Sheet 1, top figure of Tent Fly, part #6 guy line (bottom of figure), delete "20'" and replace with "25'". 8. Sheet 1, top figure of Tent Fly, part #7 eave line (lower left side of figure), delete "10'" and replace with "25'". 9. Sheet 2, Materials list, Items 9, 10 & 11. 5100-86 has an Amendment 4 dated May 1995. 10. Sheet 2, for the dimensions of the Case Body (part 9), delete 31-3/4" and replace with 37-1/2"; for the Bottom (part 10), delete radius of 5" and replace with a radius of 6"; for the Dust Flap (part 11), delete the radius of 5" and replace with 6", delete 3-5/8" and replace with 4-3/8". 11. Sheet 2, The grommet used in the carrying case shall be size No. 1. PACKAGING/PACKING: Shall be in accordance with Paragraphs 5.1, 5.1.1.1 and 5.2.1 of the interim specification. Insertion of fly into poly bag before packaging is permitted. SPECIAL MARKING: The National Fire Equipment System (NFES) number appearing below the National Stock Number (NSN) of this Item Purchase Description shall be marked on the shipping container below the NSN. The NFES number shall be preceded by "NFES". MARKING: Shipments to GSA and other civilian agencies shall be marked in accordance with FED-STD-123. Shipments to the Department of Defense (DOD) shall be marked in accordance with MIL-STD-129. Palletization: The shipping (transport) containers shall be palletized. The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, and double-face non-reversible pallets. The palletized load shall not exceed 2500 pounds in weight for shipments to the Eastern Distribution Center (Burlington). The palletized load shall not exceed 2000 pounds in weight for shipments to the Western Distribution Center (French Camp and Stockton Locations). The palletized load shall not overhang the pallet deck board edge by more than 1 inch and shall not exceed 53 inches in overall height (including pallet). Less than half pallet loads or loads shipped by small package carrier in acceptable transport packing need not be palletized. When less than full but more than a half pallet is used, the palletized load shall utilize proper bracing and/or reinforcement to ensure that the load can withstand two additional loads placed on it. Stacking: A load-stacking test shall be performed once, at the beginning of the contract, for each different unitized or palletized load configuration. A fully palletized load shall be tested utilizing a total stack of three palletized loads, with all the proper bracing and/or reinforcement necessary to perform the test. There shall be no evidence of damage to the pallets, shipping containers or products when stack is tested on the rigid surface for a minimum of 24 hours, in compliance with all the National and Local Safety Regulations. The pre-tested palletized load configuration shall be duplicated using the same packaging materials, pattern, number of shipping (transport) containers, and procedures consistent throughout the duration of the contract. Palletized loads shall be stable and safe when handled with mechanical equipment by qualified personnel. Materials: All lumber used inside or outside a shipment shall be bark free. No used wood pallets with repaired components or stringers will be acceptable. All wood pallet stringers shall be manufactured from hardwoods. Pallets manufactured of materials other than wood, shall conform to all the requirements specified herein. Unitization: For the purpose of this requirement, the assembled group of containers or items in a single load that can be handled as a unit throughout the distribution system. Unitization encompasses, but is not limited to, consolidation in a container, placement on a pallet or load base having forklift capability, or securely binding together. Shipments should be considered for unitization where appropriate or specified. Unitization of pallet load: The palletized load shall be unitized and secured to the pallet to insure that the load arrives intact without product damage. The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Vertical, horizontal or filler reinforcement shall be added as necessary to meet the stacking strength requirements. A palletized load shall be secured to the pallet by shrink or stretch wrapping, and/or, by steel or nonmetallic strapping. When steel or nonmetallic strapping is used, edge protectors shall be provided to prevent damage to the cartons when tensioning the strapping. As a minimum, two straps shall run lengthwise, two straps shall run widthwise, and two straps shall run around the girth of the palletized load. A palletized load shall be capable of protecting the products against damage in a multiple handling, transportation, and storage environment having distribution warehouses with rack systems that support the load/s overhead of warehouse personnel. Notice of special requirements for shipment to all countries that have endorsed the IPPC Guidelines for treatment of non-manufactured wood packaging: The International Plant Protection Convention (IPPC) has approved and published on March 15, 2002, ?Guidelines for Regulating Wood Packaging Material in International Trade?. Countries endorsing the IPPC Guidelines are found at http://www.aphis.usda.gov/ppq/swp/. Clause D-FSS-468 requires non-manufactured wood pallets and other non-manufactured wood packaging material used in shipments destined to IPPC compliant countries require the appropriate wood treatment. Additionally, shipments delivered to DOD distribution facilities or freight consolidation points for eventual delivery to or through EU/IPPC countries shall comply with applicable DLA Regulations and Procurement Letter PROCLTR 02-17.
